Tangorin is a great Japanese-English dictionary, last updated in 10/2014. It features example sentences and word declinations. And, most importantly (to me), it's the only Japanese dictionary app that I've found where the Kanji stroke order can be viewed at one glance (example) instead of having some sort of GIF where I have to wait until the Kanji ist drawn in front of me.
Those are not really learning apps but you might find them helpful later on:

Kanji Draw. When you see a Kanji that you don't know, you can draw it and the app shows you those who look like it. Then you can select/copy the right one and translate it in a dictionary.

I prefer Tangorin. Especially the verb conjugations and example sentences are useful.
Tangorin has a very simple interface and works offline.
WWWJDIC has a very nice interface, but doesn't work offline.
Akebi does work offline, but I don't feel very comfortable with its interface. Other than that, it's a very feature rich app.
