TIC Computer is the closest thing I've found as well, but its definitely not as mature or feature packed as Pico 8. It does get frequent updates though.

You could try TIC, which I recently discovered which lets you make a game entirely from your phone. You program it with Lua and it is very basic with a built in sprite editor, map editor and sound effect editor. I would recommend a keyboard though.
There's also desktop, a web, a linux and a Windows 10 UWP version.
