UE4 isn't very ready for mobile let alone 2D. Something I've been protesting for a while that doesn't ever seem to get developer-attention is the large package sizes which makes Unreal Engine HORRIBLE for mobile games let alone 2D games. This isn't even on the UE4 roadmap and seems to just get ignored or some random user goes "so what who cares" as this is an issue that happens on PC as well. https://trello.com/b/gHooNW9I/ue4-roadmap
Keep in mind most cellular networks have a download size limit of 100MB.

Anyways for targeting any kind of mobile device it certainly isn't packaged with much consideration of the mobile environment as even the most minimal projects will contain some insane amount of useless bloat(yes, even with all the starter content removed and carefully deleting unused files and so forth).
