The PC version of Uplink has an integrated IRC client. I don't know if the Android port of this fantastic title retains this feature (since I've only played the PC version - but on the other hand I can't think of a reason for removing it), but you could just use an ordinary IRC client for Android to connect to the server.
I misread this at first as "good hacking games" and was about to recommend Uplink. Eh, I'll do it anyways. Recommended!

They do have Uplink for Android... unless you're looking for more.
