Weather Time for Wear should do what you want. It has a watch face and can use notification cards, but it has a standalone app that will show current conditions and a daily forecast.

Well, my answer now is different from my answer yesterday as I managed to get the 2.0 update after pairing with a GalaxyTab! Paired with an iPhone, AW 1.5 certainly had it's limitations. It removed the 'wifi' option completely from settings. Also any weather info included on a watch face would not display. I haven't had time to play with 2.0 yet but I installed the "Weather Time" watch face (https://play.google.com/store/apps/details?id=com.andersonsolutions.weathertime&hl=en) and the weather works!
Not to be confused with the phone/watch app "Weather Timeline".....my fav after testing so many faces and always returning to....... "Weather Time for Wear".
I love how you can make the digital time really big and customize the colors and data shown.

I only use watchfaces that display my phone battery. My favorite is called Weather Time for Wear. It's fantastic.
