I was never this late, but the exchange kiosks were open at 6 am as of a few weeks ago. Otherwise the driver will be happy to stop at any exchange place on the way to your destination.

There will always be taxis there, using an app or phone call will get you a better rate and sometimes service though. In Kyiv I found cars and service better with Elite Taxi, if you don't mind paying extra, or at least Uklon "premium" cars. If it is a "newer" bus service such as Autolux or Gunsel, sure.

Uklon was OK as long as I was requesting their "premium" cars, in some cities I had better luck with specific taxi services either found through locals' recommendations or the app above.
