I think your point is more of an arguement that all albums should be the same price regardless of the amount of content on it. This is a double album with 27 songs. Charging $18 for it is the norm, and if you break down the dollar per song ratio it is actually cheaper than most albums.
2pac being dead is an irreverent fact. Red Hot Chili Peppers are doing the same thing for Stadium Arcadium.
By the way, I own Werewolves and Lollipops, and it's fucking hilarious. I follow his rules about birthdays, too. Of course, you can get it for free on YouTube, but it was on sale for $5 one month. Totally worth it.
