Get it on BluRay! Totally worth it. Everything looks and sounds better. I haven’t gone through the bonus features yet but I plan to as soon as I finish my rewatch.
The DVD collection of the series is pretty cheap. 20 at wal mart if I remember correctly. And at one point they were on Hulu and Netflix but I don't know for certain.
Edit:yep 20 on Amazon and you can find these at almost any wal mart I'm sure. Best buy might sell it for like 25.

Other than that I couldn't find any place that was streaming the 97 anime.
The 97 Anime covers the golden age arc and while it has its flaws its overall a pretty good adaptation. Fun fact: the production studio that made it has only ever worked on two IP... Berserk and literally every pokemon anime.
In 2012 they produced a movie triligy that also covered the golden age arc. The animation is CG, though decent despite this, and the story more closely follows the manga... but the pacing suffers as they essentially crammed more content than the 97 anime into 1/3rd the time. Some prefer the latter, some dont.
Then in 2016 they took a dump.

Assuming you're in North America, there's really only one line of DVDs in print for the first Dragon Ball TV series: the five blue season bricks. These were released from 2009-2010. That's all there is right now, and they are readily available on sites like RightStuf and Amazon. There is no word on any future re-release of the series, remastered/HD or otherwise.
If you are exclusively watching the franchise in English and are for some reason or another incapable of being convinced otherwise, please watch the Kai version of the Dragon Ball Z portion for something resembling an accurate script and atmosphere.
Real talk: entire franchise, Japanese with English subtitles, beginning to end, no items, Final Destination.
Just taking a look for a second, I found this box of war on ebay for $125, which is about what i paid for mine. Seller has 100% positive feedback and includes photos.
I’m guessing you might’ve seen this one if you’ve already checked amazon, but again its sold by a highly rated third party so it’s probably legit. And it seems they use amazon’s return policy so that shouldn’t be an issue either. As far as the price goes, I can’t say if it’s cheap or not but it seems reasonable to me.

Avatar: The Last Airbender is phenomenal and my favourite TV show of all time, even though on a critical level it’s arguably not as good as The Wire or The Sopranos. Regardless, it’s a damn great series with exhilarating martial arts-inspired fights, a unique Asiatic fantasy world, a simple-to-understand yet fully realised magic system, and the best character development I’ve ever seen in anything.
I would recommend getting the recently released Blu-ray edition of the complete series (which is available through Amazon.
Also, there is no movie in Ba Sing Se. You’ll understand what that means soon enough. 😂🙂

I'll pop in here and say that I love both the dub and sub of S;G. The dub is my go to on most of my rewatches of the series.

It's super easy to rewatch a series when you've got the disc in your TV or on your computer.
Amazon is getting an exclusive bundle of Dragon Ball Z "seasons" 1-9 of the latest Blu-ray release, and it's due out next month.
For Kai, I'd expect a complete "season" set of the Buu arc (collecting the three "Part" sets, which themselves only just wrapped up a few months back) first, eventually much later down the road followed by perhaps a "complete" pack.
The blu-rays on the series are best buy exclusive right now, but release on amazon and other places on June 5th. So far, every place I've seen has a bunch of problems with the video encodes, and there was even a fan project to remaster them so that the problems weren't as noticeable, but the blu-rays are completely free of all those problems. Looks like you can pick up the whole series in the highest quality it's ever been in for about 30 bucks:

That's actually not terrible for the Box of War set considering that it's a limited edition box that has been out of print for ages. I would definitely make sure of the condition it's in before considering buying it though. Some of the ones I've seen listed for "cheap" in the past were in pretty rough condition since it's such an old set. But all of that aside, the one drawback of that set is that it's an older release. There was a remastered release that came out later on, and you can buy it on Amazon for $68 brand new.
That's pretty much the only practical way to own the 1997 series in North America at the moment. There was a Bluray re-release in Japan and the UK, but the Japanese release doesn't have English audio (the dub is actually really good), and the UK release went out of print and is region locked to boot. The UK publisher is doing a steel case version soon, so if you have some means of bypassing region lock and want to own the series on Bluray, then that's your best bet.
I know for a fact it's on Netflix in Mexico and Canada.
You could also try complete collection on Amazon. The nice thing about these is that you get a lot of extras on them too.

I'm fairly certain that most of these have options in the main menu to change between the dub and sub. It lists both the English and Japanese VA for the cast as well so it's probably safe to assume that it has both.
If you want to be really sure there's an amazon listing for the same price that has all the audio options listed.

Okay so first off these two sets both have the exact same content on disc (including bonus features) and are of the same audio/visual quality. Mind you the anniversary set isn't one of the US ones, its from europe, this is the US equivalent (again same exact discs)

"Steelbook" is a special kind of deluxe casing, which is why it costs more. It also has covers for each section with its own cover art. The anniversary/european set includes some art cards as well (some of that art is carried over for the ATLA calendar).
Its also worth noting a very recently released "Ultimate" Bluray release of both series. The on disc content is mostly the same as prior releases, but includes extra bonus disc which has an interview with the creators done by the official podcast. It lacks the special casing of the steelbook but actually has some of the european art cards along with new ones for LoK characters.
Unsure what your region is specifically, but in the U.S., Steins;Gate never received a DVD only release. You'd have to get either the original Part 1 and Part 2 Blu-ray + DVD Combo Packs (Part 2 is difficult to find at a good price), or get the "Anime Classics" version, which is now out of print, but it's a Blu-ray + DVD Combo Pack for the whole 24 episode series + the OVA. It should be this listing on Amazon, but you might have a hard time finding it new. I'd also recommend eBay since there might be cheaper listings.
Steins;Gate 0 similarly doesn't have a DVD only release. Seeing as it only came out a couple years ago, and there isn't a "Complete Series" release on the horizon just yet, your only options are the Part 1 and Part 2 releases, since those do include DVDs.
