He is sooo pretty! That said, the commenters above are right, and he'll really pop and bring lots of wiggles and joy to your family in a larger tank with a heater and a gentle filter.
I would reccommend an adjustable heater so you have more control over the temperature, and remember that you get what you pay for! Ive cheaped out on heaters more times than I care to admit and Ive regretted it every time :(
I would also recommend a gentle filter like a sponge filter since bettas arent great swimmers. Keep in mind that you'll need to get the sponge filter, an air pump, and airline tubing all separately, but the total cost should come to about that of an average hang-on-back filter.
In regards to fish-in cycling, he will be okay. Get a liquid test kit (avoid strips, as they're so inaccurate they're basically useless), then move him in into a bigger tank w/ heater and filter asap and do frequent water changes and testing. It will probably take about a month to establish a healthy bacteria colony, but your fishie will be fine as long as you stay on top of water changes.
Once your cycle is finished, you can reduce water changes to once weekly.
EDIT: Also note that plastic plants are sharp and can hurt a betta's delicate fins! Try to stick to silk or live plants. Bettas love live java fern and anubias plants because of the big, broad leaves for them to rest on. Plus, these plants are super easy to take care of.

Layers, you want a substrate under the sand that can sustain the plants. If you use root tabs you'll not need this then. At least thats my understanding. .
I've seen a lot of tanks with layers and I really dig the sort of cross section of riverbed look. Sort of like this. So I'll be doing something similar.

It's this product (avoid the bio-stratum, it's too fine) which is meant to be used in aquariums/tanks. It's texture and mineral richness is perfect for rooting, you just wet it and stick some cutting in there--within a week you'll see roots starting from pretty much anything.

I cut at the base. Twist and pull can leave patches on your sub that are uncolonized and therefore more prone to contamination. That said, many seem to twist and pull without any issue with contamination whatsoever. Just do what feels right for you and experiment!

Some random seeds I got on Amazon.. wouldn’t do it again. Dry started them but they turned into a gummy mess.. seeds that didn’t sprout now stick to everything, including my little shrimps legs. I HIGHLY recommend a floating betta log!!! My betta is obsessed with his. Also, if you're hesitant about live plants, you can try adding more large leaf silk plants like [this](https://www.amazon.ca/biOrb-Plant-Medium-Purple-Green/dp/B003KGBJ06/ref=sr_1_11?keywords=aquarium%2Bsilk%2Bplant&qid=1638070622&sr=8-11&th=1) (Bettas like resting on the leaves close to the surface). You can also try some moss balls which are very durable and take virtually no care at all. The moss ball literally just sits at the bottom and provides a spot for the betta to sit; no trimming or fertilizer required!

Oh I suggested the different gravel, preferably this fluval stratum because it gives off nutrients to plants in the tank, which, your betta needs. Plants give off extra oxygen and help regulate the nitrogen cycle (less water changes!) as well as giving a place for the fish to hide and rest, I didn’t get rid of my old neon orange gravel and instead did a design on top of the fluval stratum substrate! :)
Best bet would be to offer hiding places that they can get to but the bigger fish can't...... I did a dry start by planting the seeds on top of the substrate before adding any water. Sprayed it down a few times a day heavily and covered with wrap to keep moisture in.
Took about ~15-20 days to fully sprout, and added water to the tank then. What you see is about 2 months later.
I've found that cutting doesnt shock the colony as much as ripping out a bunch of substrate with them.
It's also much easier not having to clean up a bunch of dirt after they're harvested.

Your fish will be okay with non ideal conditions for awhile, bettas are hearty fish! (Shame on your friend for the gift but good for you for trying to give this guy the best possible life!!)
