A flat file cabinet is your best bet for long term storage. Check your local craigslist listings or Amazon.
On the cheap end of the spectrum, I think it's worth checking out an art portfolio bag. The size options of these bags are limited, which is really the only caveat I can think of.

I would highly suggest not storing them rolled up in a tube. You can flatten them with a heavy item like a book or reverse roll them. There’s great videos of both methods on YouTube. As for storage before framing I recommend using something like This.
I bought myself a portfolio to put the ones I really like in. The rest stay in the sketchbooks I glue them into.

I like it because they’re stored but I can still look at them without having to pull them out of boxes in the closet or whatever.
I got one of these for my big 18x24 Custom Correct maps, USGS quads, and my other large maps- an art portfolio book. It was more expensive than keeping them rolled up in a tube (free), but it's nice and satisfying being able to open a big book, look at a detailed map, close book, and put it away. Worth every penny. You may be able to find one cheaper if you google around, but they get the job done. If money is no object to you, check out the Baroque portfolios. They are well built and durable (not that the itoya's aren't), but they cost a LOT more and there is often a wait time before they have enough to ship out.

My top loaders arrived, I still don't have any maps to put in them yet though.
I picked up a portfolio bag to store and transport them, but it doesn't add any stiffness, so I think I'll get a small piece of plywood or something to back it up a bit.

Keeping the prints rolled up in shipping tubes can damage the prints as well. It can cause issues as well when you attempt to remove them from the tube after a while.
The best this you can do for storage is buy a portfolio so you can store the prints flat and out of the sunlight.

I use these. They're plain enough to look nice, they are quite durable, and they are fairly cheap. FYI the ugly gray labels and spine card come off. They have 24 double sided pages with dividers so you can get 48 pieces in it. They also come in different dimensions but I use 11 X 17.
Haven't set aside many hard copies of my work lately (most of my sketches/drawings are on the iPad Pro these days), but in college when I was using large sketch pads and printing a lot of things, I used a portfolio bag similar to this and separated the pieces with cardboard and paper.
Something like this might work - it's an art portfolio that has clear sleeves that you can put the lithographs in. Theoretically it should fit in this but there are multiple sizes that you can choose from! Plus you can take off the sticker on the front and customize the front and the binding :)
I only have so much space on my walls, I have about 25 frames posters up at a time and once I have to switch any out they go into this art portfolio I bought on Amazon. I'll have to buy another one after probably one more year of shows.

You want it to be slightly bigger than your paper to protect the edges from getting smushed. I honestly have never seen a display portfolio (the binder type with the plastic sleeves) for 12x18 paper that's also cheap.
i'm confused. you need a portfolio for 1 print, or many prints. if they are 18x24 or smaller, this is the standard portfolio:
