Not reading all the comments so just gonna answer from scratch. It's a block heater. If you want to be sure follow the cord and it should end up on the driver side of the block a bit under the exhaust manifold. Here's the style in our blocks if you're interested.
Would always recommend replacing the cord if there's any corrosion; will snake up the power cord, into the heater and could eventually get into your coolant if left long enough. Your cord already has green death
20s and 30s? It’s 13F here right now in SW WY. But no. The block heater takes place of one freeze plug. And you run cord out usually under the grille or something. I haven’t noticed any effect on fuel economy. Just makes startup a lot nicer

The issue is what is the toaster made of? Steel? Won't it melt if it's hot enough to melt an engine block? If the toaster melts all the insides short and it stops being a toaster, it might still be able to melt the engine block, but you've made what is closer to an arc furnace, not a toaster.

Yes, hot metal gives off IR radiation which will cool it, yes it's from the surface, but the heat from the toaster will be transferred via conduction to the surface. An engine block if more than capable of transferring 1.5kW without melting, they are typically designed to handle a couple hundred kW when water cooling is available. A 1kW toaster will almost get it warm, what you have is essentially a large block heater, 1.5kW is actually what some people connect to their engines to help it start

I have the A119 v1, it is a chore to have really. Excellent video quality but very high maintenance. Not as bad as the troubled G1W-C(B), but more work than the Mobius. I know what I have, and I know what I want next. - BlackSys CH-100B 2CH ($210~$220 USD) - Excellent build quality, Excellent parking mode, Good/Fair video quality, with wifi/cellphone app, and a few other things i want.

There is a recall on the A119, I am unsure of the warranty on it self. I would contact your vendor (point of sale) first, see what they can do for you, or use your credit card buyers assurance plan (if you have such a plan on the credit card you used,) or lastly the manufacturer (generally the slowested most expensive way to do it.)
I am aware Amazon is pretty good at this type of stuff, however, unsure of other vendors. Also American Express is pretty good with their buyers assurance on credit card. I never dealt with the manufacturer or designer. (Viofo outsourced manufacturing to BlueSeaSky, or Spytec, or someone else for US market.) However, it is Viofo who designed it.
Anyways, goodluck with that. You could always get a Block heater ($28.10 USD) , or an engine oil pad heater ($24.43 USD).
Have you tested the antifreeze? Antifreeze that has been left in an engine for a long time without being changed, or had water added to bring it out of the 50-50 mix can degrade its properties. There are cheap coolant testers you can get at autoparts stores or similar area will sell them. They let you take a sample of the coolant and the float will tell you its rating. -15 is cold, if the antifreeze isn't doing it's job and freezes it can crack the block/heads and cause all kinds of trouble. Hopefully it won't be this but worth checking.

or something similar to heat the block to see if it helps.
Alternative things could be IAT sensor or any similar temperature sensor, the engine relies on this when starting to properly gauge the fuel mixture in the engine and if a temp sensor is sending out funky information it can also cause this.
