I'm afraid not, the two use different types of tech and aren't compatible. Looks like Amazon does have chip readers under $50, it would give you a string of digits that you can search the national database for.
These work pretty well for scanning and they're cheap. My first choice for a printer would be a Zebra GK410 (or GK420 if you need 4" wide labels).

This is what I got and it works very well and has survived some drops as well. I paired it with a thin TPU case and superglued it to the back.

You just in me@walmart hit item scan and then just hit the search button on top and scan. It inputs the barcode and pulls up the item. So long as any of the walmart programs have a search field you can hit it and scan with the barcode and will pull up the item.
I use it all the time in me@walmart and the backroom tool. Just for some odd reason you have to use the camera to scan a backroom tool label, for some odd reason you hit the search button and scan it just does nothing. Don’t know if it’s the app or what.

You just have to hit the search button instead of the scan button and inputs the UPC code. Then it pulls up the item. Also you can download and slide load OG inventory management as well which works great.

Main reason I like it it takes up the full back, but does not cover up the camera so you can still use it if needed. The other thing is being the scanner portion is at the top of the device which gives you a good 4 to 5 inch shoot distance. Also the main lense is recessed. So it does not become scratched and effect the scanning.
Yep sure did and works well too…. Only thing is in me@walmart or backroom tool or inventory management instead of hitting the scan button you hit the search button and then boop it with the scanner and then will pull up what you scanned.

What I like about it is it fits on the back and is toward the top so it scans forward. It also does not block the camera as well.
Just FYI you have to hit the search button for it to input the upc of the item. Also have to scan bin labels with the camera still.

Just with the external scanners you have to hit the search button for it to enter the barcode information.
It does not work like a TC as in just inputting. Tho never used the with the applications you use tho…. Just with the xcover and never with the OPD app being not in that department.

Many barcode scanners can scan directly to excel (e.g. this one).
Use Pandas to read excel data. Use Matplotlib to create graphs.
Need more info about the check-in/check-out process. Is there some person with the laptop and scanner sitting there checking out devices? That is to say, maybe the user walks up, enters their information (or scans a badge, maybe?) and the person doing the checkout validates the information and scans the device and hands it to them and sends them on their way? That's one possible scenario. Is that the kind of thing you're envisioning?
What condition would alert you to the fact that a device was not checked in or out properly?
My recommendation will be dependent on the answers to the questions above.
There is one on Thingiverse to 3D print, although it is a large object that is probably difficult to 3D print by itself. The checkerboard pattern can just be printed out on a regular printer.

Not sure what you are using for ticketing/boards but most of them (Solarwinds/Connectwise/Spiceworks) have some sort of Asset Mgmt. Create configs and plop in the barcodes.
Get extra fancy and make your own barcodes with a barcode printer (https://www.newegg.com/Barcode-Label-Printers/SubCategory/ID-3031) and stick barcodes on everything.
Then when that one switch dies, instead of having to try and figure out which config has the credentials for that switch or which config has the latest backup config, just scan the thing.
The RX 460 doesn't output any analogue video; its DVI port is DVI-D dual link, which is a digital output. I suggest getting an active (powered) converter from HDMI to VGA or displayport to VGA. My graphics card does have a displayport but my monitor unfortunately only has 1 VGA and 1 HDMI.

Modern GPUs, have all dropped Analog connections in favor of Digital ones.
Displayport gets more on GPUs since they don't cost as much or at all(?) to put on, while putting HDMI ports costs money to the licensing people who own HDMI.
As far as working Displayport to VGA, I've heard its hit or miss as far as functionality, but they do exist, This HP branded one has good reviews on Amazon.

Anyway, that graphics card appears to have several display connections: 1 DVI, 3 Display Ports, and 1 HDMI. To connect 2 (or more) monitors, simply use your preferred combination. DisplayPort to VGA adapters are readily available, as are HDMI to VGA adapters.
We purchased one of these super el-cheapo ($52) wireless scanners off of Amazon, and staff love it, they want more and more and more of them. They say that it scans significantly faster than our normal scanners. And they like not having a tether. You can turn them into stand alone, store only scanners for inventory. The downside is that they cannot detect when they are in a stand, to switch from trigger mode to barcode detect mode. So they don't work great as a front desk scanner.

If you have physical media I'd treat them like books and use something like LibraryThing or iTrackMine for inventory. Most of these programs are web-based and have mobile versions so you can check your collection from anywhere. Best of all, they have robust databases so you can ususally just scan the bar code on the item (book, CD, DVD, etc.) and the fields will self-populate. I have about 6K books and while I don't have them all online yet I can do a hundred in about an hour. I bought a USB barcode scanner for about $20, so I can just take a shelf of books at a time, scan them into the laptop, and add notes before saving. I do the same with CDs, DVDs, LPs, and other media.
I have a displayport to vga adapter. Similar to this one. Displayport is compatible with everything provided you have the right adapter.
Honestly, unless you are trying to do this as a project to learn, you are going to save an incredible amount of time (and maybe money) by buying an off the shelf usb barcode scanner for $20. These scanners work as input devices, like a keyboard, and require no programming to get started. You may want to add a little code to restrict where it can input data in your program, but otherwise it is a very simple application.

There are the "series of lines" barcodes, then there are the rectangular "QR" barcodes.
1) "Lined" barcode fonts are freely available for printing up your own. Just select the font then use the numbers in a word processor:

There are phone / tablet apps that do the same job, plus the "QR" barcodes which you can create on a number of free websites which will crank out a graphic, given the info you wish encoded.
