Mounted it on a pole just over the top of my fence facing downward into the neighbors yard and set the sensitivity to max. Holy shit it worked so good. Neighbor's dog started panicking every time it barked, would shit in the house, etc. They had to start taking the dog out to pee/poop manually in their front yard.
Please note that I only did this after we confronted the neighbor no less than 5 times asking them if they could stop leaving their dog outside barking every single day from 5am to 10pm. Their response was basically 'deal with it', so i did.
They actually wrote a letter to the HOA and complained about our dog bark deterrent and they told us to remove it, but we simply wrote back and said they let their dog bark 15+ hours a day and it was in our yard and we'd be happy to remove it if they'd actually take care of their dog. Never heard anything again.
The device actually broke after about 2-3 years but their dog hasn't barked since. He doesn't even go in the back yard anymore.

This worked for me. The collar vibrates and makes a sound that dogs don't like apparently.

I was at my wits end when I finally pulled the trigger on this. Along with positively reinforcing when he quiets down. 5 different sensitivity settings too.
I'm not sure about color coding but you can get bright neon leashes that actually have things printed on them. Here's an Amazon link to what I mean. There are also ones that say caution and so on.
This is a Wanhao Duplicator i3 rebadge. The Di3 is infamous for its flimsy Y axis carriage plate, which often warps and makes it impossible to properly level the bed. I use that website with headphones for [non-audio] work, and I also use the app for sleeping every night. I have no hearing loss but I have hyperacusis and misophonia, which could be either due to a history of loud listening, or just genetics. Either way, the pathways between my auditory cortex and my emotional brain are disruptively strong, day and night, so I actively control what gets into my ears and when. SO thinks I'm autistic, she's probably right.
I used to use fans but got tired of the extra wind in the room. I currently use one of these in tandem with an Amazon Echo that's bluetoothed to an old iPhone running the Simply Noise app. (The LectroFan had an AC power recall, so I don't advise buying it unless you vet the electrical safety of it.)
Bluetooth is an unreliable protocol and the connection sometimes drops in the middle of the night, which makes Alexa start talking. Needless to say I'm dumping that config. The guy who built the otherwise great sounding Echo 2nd gen without a standard 3.5mm aux was not thinking clearly.
Current best incarnation of my brown noise Frankenstein is an iPhone 4 running simply noise app, connected by trusty old 3.5mm jacks to a pair of Yamaha NX-50s.
Brown noise is full spectrum and NX-50s are rated down to 55Hz. I used to even have a subwoofer for brown noise but it's too much trouble and the brown noise algorithm under 80Hz sounds a bit too much like thunder and kinda goes from "masking" to "disturbing."
I never loved earplugs because A) they only really muffle highs and mids, so like something like a drawer being closed in the next room is more likely to wake you, and because you can also often hear your own heartbeat with them in, which feels creepy, like Poe's tell tale heart.
There are a lot of tips for helping your dog with separation anxiety. You can google or call a dog trainer and get advice.
Also, there is a collar that vibrates and beeps once when your dog barks. I lt doesn't harm them, but it does surprise/confuse them. This worked really well for my neighbors dog.

son unos aparatos que emiten una frecuencia ultrasónica que hacen que el perro deje de ladrar. Dele una revisada a ver si le sirve, no sé si en Costa Rica hay de esas cosas pero al menos es una solución.

I’ve read about anti bark devices for these type of situations. But they might be bad if you have dogs outside too.
Also here is the city policy. If I’m reading it correctly the owner can be sited for being a nuisance and separately you can bring a civil suit.
Get one of these. Works like a charm. It beeps whenever the dog barks. My red heeler will bark a few times then get the gist and quiet up for hours. The collar itself and the beeps don’t impact him in any harmful way.
Not sure if your neighbor is amenable to suggestions? I fostered a dog who was a “barking breed” and hadn’t been trained. My neighbours AND I were beyond frustrated but I also felt for the dog. Once you’ve earned its trust slip something like this on it. Recharges once a week. Bet that neglectful owner wouldn’t even notice, and if they did they’d get the message. Worth gambling $35 on.
NTA your town probably has regulations addressing what and when is too much barking. That said, my dogs bark a lot since I injured my leg and can't walk them as much. Apparently they're pretty noisy if I'm away.

but looking now, it seems there are much better reviewed ones available for the same price. I had bought this like 5 years ago and it worked well enough, just needed to change the battery like 2-3 times a year. I was able to position it like, 10 feet away from where the dog would hang out so it probably helped that I was super close.
Agreed. We bought a vibrate only collar and it's worked really well. I don't believe in shock collars but the light vibration seemed to do the job. This one vibrates automatically when the dog starts barking. We only had to use it a couple of weeks and she's pretty much stopped barking since then.

The neighbors behind us had a dog that they would let out at 5am every day and just leave him outside all day and he would just bark facing our house for 14 straight hours starting at 5am. It kept waking us up. We asked them nicely half a dozen times if they could please not leave their dog out barking at 5am or all day long and they first brushed us off and after the 4th or 5th time said 'wow all this whining is annoying, just deal with it'.
So, we bought a dog bark deterrent on amazon (this one specifically), set it up on a pole right at our fence line facing directly at their back yard, set it to max sensitivity, and left it.
After one day their dog would never go out in the yard again. Apparently it started pooping and peeing in their house. They actually wrote a letter to the HOA complaining about our dog bark deterrent and asking the HOA to make us take it down. We responded to the HOA telling them how long the barking had been going on and that it's a sonic based deterrent, they said 'ok fine'.
About 8 months later the bark deterrent broke, but the problem never started back up so I guess the dog or the owners learned their lesson and made adjustments. Was the best purchase I ever made.
Note that, as far as I'm aware the bark deterrent doesn't work well on small dogs (the dog we had a problem with was a lab), which is probably partially why it has bad reviews. It worked amazing for us though.
