I ride my 15 mph scooter in heavy urban traffic all the time. Stick to roads with bicycle lanes when able. Use a ton of safety lights at dawn, dusk and night as well as turn signals and a helmet. If you get to a really hairy intersection or a bridge crossing, Get off and walk it as a pedestrian. The only reason I’d really like to up to 25 mph for is hills and when Uber, Lyft , taxis, or delivery trucks double park and block the bike lane and I need to merge into the road lane to pass it.
Here’s a great cheap turn signal you can clip on to any backpack or jacket.

I've read that there are some turn signals that you can mount on your backpack or backpacks with them already and it comes with a remote. https://www.amazon.com/FANCYWING-Accessory-Backpack-Direction-Indicator/dp/B07BQNB1K9
Get some "straw" spoke reflectors, the ones that snap on. I use Salzmans because they use Scotchlite. You only need three per wheel, but you can add one on each spoke if you want. They stay-put--i haven't lost one in over a year.

Its those generic round LED lights, this one is from Vont, but they are all same.
Reflective tape or spoke reflectors. I don't trust drivers in my area so all the vertical stays on my rack have reflective tape and all my spokes have reflectors.
A multitool, spare tube, tire levers and a mini pump are also nice to have.
I used to work a graveyard shift and and would have to ride at night (in the winter, both to and from work) and I used a bike light with a battery pack similar to this one that worked very well. The only downside was it has a poor battery level indicator, so I still had a small flashlight style backup headlight in case the battery ever died.
On my current bike I actually use a 12v battery pack (you can get ones made for remote controlled cars/drones) and use that to run headlight and tail lights w/turn signals that are made for a motorcycle. Also have a voltage meter on the battery pack so I know when I need to recharge it.

just do what i did keep a spare charging block lying around at your house and just plug it in when you park. The city area I live enforces me to bring the bike inside due to property crime anywsys
I ordered from China the red and white truck reflectors on Amazon. What I got were strips of red and white gloss paper! The only reflective quality came from the gloss of the paper, total rip off!
I also added spoke reflectors which really scream BIKE when the light hit them.
These what I recommend. They are incredibly bright and almost invisible during the day. My daughter and both have them on our bikes.

Just to add another option. I bought reflective stickers from Amazon and put them on my helmet. They aren’t super noticeable in daylight if you color match them in, but they are very bright when a light hits them. https://imgur.com/a/ofMkhvp.
Vielleicht findest du ja Nagellack mit reflektierender Eigenschaft oder du nimmst sowas in der Art.
So you’re going to one hand it, reach forward with the other hand whilst moving your center of gravity forward as well over the front tire and then tap the signal? this makes me nervous and it’s like the Russian roulette of accidents that haven’t happened yet.
Two alternatives to consider are Fancywing widget or a Faro or Lumos helmet.

For mine I just used white "cricut" vinyl with these decals on top.
Battery power seems unaffected. 32mph at full charge and 28mph otherwise. I use mode 4 mostly throttle only/PAS 4 for my commute and get about 15-20 miles before I need to charge.
I’ll be wearing these on my backpack and a wrist. Make sure to say hi when you see me

I use this reflector tape, very highly reflective. Of course I also have lights but this tape enhances the visibility and I've experimented with different products including 3M.
I have a set of these, and Vont sometimes offers freebies by email and they refund your money. They're bright and offer blink options, no dim that I've noticed.

Yes, I thought it was a scam but I've gotten a few things and they do in fact refund the cost.
I ride a privately owned scooter responsibly. I have a high vis light rig mounted on my backpack connected to a little set of buttons on my handlebars like this https://www.amazon.co.uk/FANCYWING-Accessory-Backpack-Direction-Indicator/dp/B07BQNB1K9
I saw someone using these a while back and they were really visible from side on once the car lights started catching them.
Wir nutzen die hier
Die deutsche StVO ist Hammer die sind für Deutschland nicht zugelassen. Da gelten nur zwei gelbe Reflektoren 180° auseinander oderdurchgehend weiß reflektierender Streifen.
I’ve been riding these for years. I can get 3 hours on high no problem. Can’t beat the price. bike light
Winglights by CYCL, correct?
Are you able to “bop” them to activate okay without losing balance? Are they bright enough for daylight use?
I didn’t get them because I don’t want to have to take my hands off the handle bars for that long (I have minimal suspension and solid tires though so maybe not an issue for you)
if you don’t need front visibility, here’s another cheap solution :

If you go above 25 mph, you likely want a full face Moto cross style helmet to protect your face and jawline.
Maybe get something cheaper to use as turn signals and use the extra savings to get gloves with built in wrist guards.
I didn’t know about the helmet with turn signals so I opted for something less elegant but definitely effective:
FANCYWING LED Turn Signal Bike... https://www.amazon.com/dp/B07BQNB1K9?ref=ppx_pop_mob_ap_share
Since it’s difficult to use standard hand signals on a scooter I opted for 2 of these, one worn on the back and one on the front (front one worn upside down so that both will flash the same direction). This way people in front and behind me know what direction I’m turning. It’s a bit clunky but gets noticed at intersections.
The set up I am using, which is kind of cheap, but works great is https://www.amazon.com/gp/product/B06XXKQ9RG/ref=ppx_yo_dt_b_asin_title_o05_s00?ie=UTF8&psc=1 on my handle bars
and
I have this velcro(3m extreme) to the front of my helmet, and its like day light out.
