This is a good option. Basically you want a good U lock for the frame and a cable for your wheels. Kryptonite is one of the best bike lock manufacturers.

Yep, I'll second the Kryptonite- best lock I've ever had, and have not had a bike stolen since I got it 4 years ago.
I got the Fahgettaboudit- worth ,imho, everysingle dollar I spent on it.
If you buy "cheap", chances are that you're either buying something that's built to be a temporary toy or buying stolen (thus increasing demand for stolen bikes). What you need to do is ask, "Where can I get the cheapest price for an unstolen bike that will last me four years?"

(Just make sure to put the plan to use! If something doesn't feel or sound right, take your bike in for a check-up!)
But you also have to keep that bike secure, so you NEED to purchase at LEAST one great lock and at LEAST an supplemental cable. That's probably more money than you want to spend, right? $475+$175+$60 = $710 (plus tax). But that will get you:
A non-stolen bike you want to ride, will be rideable for 4+ years, and that will likely not be stolen (if you actually use the lock correctly). If you purchase a "cheap bike" (Walmart, Target, Costco, Big5, etc.), you'd be lucky if it lasts the year. And if your bike doesn't work, then you've just wasted your money.

I wouldn’t leave it overnight but after watching a lot of lockpick lawyer and balancing size / weight/cost for runs into a shop (especially during the day or locked up at the railings up front) I feel this is a good balance. There’s a chunkier version if you want something thicker but I don’t see someone taking an angle grinder to a lock right at a store entrance.
The mini 5 won’t fit most scooters. This one is small enough to prevent going over the deck.
Make sure you have a look at how to lock with a u lock.

Not much you can do now, and I don't think the police will be very interested because it has very little chance to amount to a conviction.

I avoid the problem by buying a U-lock that's beefier than the bike itself.
I've been having good results with the Kryptonite New York Standard bike lock. It's a little pricy, but I have a nice bike, so it was worth the piece of mind to me. It's also very well reviewed and even endorsed by the Lock Picking Lawyer on YouTube.
I wouldn't be too scared of CL. Send a few emails back and forth and gauge the person, then make an educated decision whether to meet up in a public place.
I would recommend looking for an 1980s Japanese steel bike. Steel is heavier, but it absorbs the bumpy SF roads much better. Plus, it's cheaper and there ought to be a larger selection in your price range. And looking outside SF only increases your selection.
I also assume you would want a road bike.
Some "good" frames are the Tange #1 and Tange #2 (Tange #1 being better by a little bit). If you find a decent quality bike with a #2 frame for ~$200 and a #1 for $300, it's a good buy (prices are higher in the Bay Area, bikes are no exception). Some example models with those frames are:
As for components, top of the line (for that era) were Shimano 105, followed by the slightly older Shimano 600 or Shimano Ultegra. Sorry, I don't know much about other brands :(
Those are just suggestions. It's more important to get the right fit for your bike though!

If you have a bike on campus, and this post is scaring you, get a better lock and learn how to use it. So many bikes I see around campus/town are secured with simple cable locks that you can cut with a decent pair of scissors.
Get a D-Lock with cable (example), lock up through your frame and rear wheel to a proper bike rack (not a street sign) and use the cable to secure your front wheel.
Not saying OP did anything wrong, I don't know how they parked it. But bike theft is a crime of opportunity, and I see a LOT of opportunities.

I picked up a scooter my last semester because I had to go from architecture building to west campus for back to back classes. It was super convenient and I found it worth not having to fight to get on the bus. I used this lock whenever I secured the scooter.

( this is the lock I have and would get if I were you. Only had one theft attempt I’m aware of. I was doing Uber eats and had the bike in my view outside but left unlocked. I wasn’t locking my bike at the time because my bottom bracket was broken so my pedals were strapped together parallel lmao. I figured no one would want to steal it because they couldn’t even pedal. I suppose it worked. The guy that parked his bike next to me wasn’t as lucky 🙃.
Even since then I don’t lock my bike as much as I should 😅 It’s usually ~20ft. away from me and in my line of sight or I’m just running in and out of an apt. Bldg to make a drop off. I plan on getting air tags as well just in case)

But so far I’ve been able to take my scooter everywhere I go. I’m less concerned about it being stolen than being vandalized. People are really weird about electric scooters. I don’t feel comfortable leaving it out of sight.
I haven't had any problems. Use a U-lock like one of the kryptonite ones, make sure it's around your front wheel and frame. This is how I lock it most the time.
If you intend to keep it out in public for more than like an hour, I'd also maybe get a wire + u-lock. Something like this. You lock the front-wheel and frame and then the wire goes to the back wheel.
Also bring the bike into your apartment and don't lock it up outside.
TBH, if I'm gonna be out for a long period of time, I won't use the bike. I use the bike mostly for errands.
Really it's all just a time and numbers thing. If you leave a bike out in some apartment complex garage or on the street....given enough time someone can break into it. Like there have been videos of people with full...mechanical saws breaking locks. Nothing is truly un-breakable.
