Have you tried foot warmers? You have to activate them before you go out and then you can put them in your shoes. I use them for bike riding. By the way -- you can easily do bundled stretches with it -- just put a hook under your desk and hook the belt to it so your penis is being pulled straight out....and then twist your penis. I can easily do these with one hand and hold it a really long time.

For the avoidance of doubt, it's 0°c out today, so unless the away dressing room had foot warmers available, there's probably a good reason for this implosion
Wool (smartwool is nice, but there are less expensive brands of decent wool socks out there), and if you have some extra cash, a nice pair of sheepskin insoles.

I stick heated toe warmers onto my merino wool socks and wear a neoprene overshoe as well. The toe warmers keep my goes toasty for 6 hours!

Gear is your friend if you got the cash. If you don't, then make sure you have a wind-proof outer layer like a cheap rain jacket (preferably breathable, but those don't come cheap), 2-3 insulating layers (preferably wool), and a moisture wicking base layer (preferably synthetic). You can also put over-sized nitrile gloves over your riding gloves to stop the wind chill. For your feet get some insole foot warmers, they're available offline at Wal-Mart. For cheap layers, Cyclegear's Warm'R stuff works very well (esp. the balaclava, glove liners, and long johns) and is windproof and somewhat breathable (slightly more than plastic, much less than Gore-Tex).
All those non-breathable cheap plastics will make you sweat underneath and you'll eventually get cold, but that beats freezing right from the start. Riding in 55 degrees can be quite comfortable if you make sure you insulate yourself from the wind chill, i.e. close any air access to exposed skin, and layer up.
For people that lose battery in the cold, I feel you (I have an iPhone). I have a bunch of Hot Hands that I stick in my boots and pockets. For some silly reason I took a job as a crossing guard this winter and it's cold in Montana. Warm baths and a heated blanket help at night too.
All of the suggestions so far are pretty spot-on. We've been having an unseasonably warm winter up until now but, knowing Michigan, that won't last long. The thermal or fleece-lined pants/leggings will be your best friend. You don't need to go crazy regarding the coat, since you will only be here for the Winter term and coats are all over the place when it comes to price (and since you can layer up underneath anything you do get). I'd recommend looking for something with a hood that comes past your face so it will block the wind - quite often the sub-zero winds are the worst part of the winter weather (at least imho).
It doesn't sound as if you'll be needing to do a lot of walking to get from your dorm to your classes so any decent, waterproof boot should be good. I lived a bit off campus and took the bus into downtown so there was quite a bit of walking. These hand & toe warmers were an absolute necessity for me. I'd keep them in my boots, pockets, and gloves. I'm not sure how I would've survived waiting outside for the bus without them.

If the issue is cold while sitting, try using a Thermarest-Z-lite SOL (or similar) folded up on your chair, with the reflective side up. That will help insulate your booty while reflecting the heat your body generates back at you. Then you can unfold it and use it under your sleeping bag/pad too.
Also, for socks, I know you said you just got some. I found (after MUCH trial and error and many cold feet) that socks with at least 70% wool content are best. When my feet sweat (everyone's feet sweat) I found the higher content wool - even wet - would still insulate my feet and not make them feel cold. And when I'm sitting at a telescope observing the night sky, there are sticky-backed toe warmers (like this, or similar) you can add to your socks to help keep your toes warm.
To keep my feet warm, I wear DryMax thermal socks and use these.
