Are there children under the age of 18 living in the house? If so, call CPS. This is neglect. You should stay away from the house if possible.
Since the infestation likely started with the cat, your landlord wouldn’t be responsible for the costs of getting rid of them.
This really is your mom’s responsibility to take care of, but there are some things that can help:
Vacuum a ton. They die when they get vacuumed up. You can also sprinkle Borax around the house, especially in the corners and places your cat sits and where you see fleas. Keep washing bedding and fabrics, and dry on high heat.
Get Capstar tabs for your cat. It’s an oral medication, and fleas start dying quickly. You should also get regular flea meds.
This flea spray works well.

No it shouldn’t be… just let the vet know and let them know when and what you put on her. Maybe just show them the empty box it came in so they can see the ingredients and know the expiration date. You can buy frontline as well through Amazon FRONTLINE Plus for Cats and Kittens (1.5 pounds and over) Flea and Tick Treatment, 3 Doses https://www.amazon.com/dp/B0002J1F76/ref=cm_sw_r_cp_api_i_XPASZHJ3ZPF17XP6J6ZY?_encoding=UTF8&psc=1… The key to this stuff working is having the vet actually show you how to put it on. Our vet showed us because if not applied right most will ho onto the fur and not enough on the skin (it won’t work then) …their skin and natural oils help get that stuff working. Our vet used a comb to part the fur high up on the neck and then applied to the skin… https://youtu.be/r-LkYwU_I2k You certainly don’t have to use a comb to expose the skin but I find it helps expose the skin easier then fingers. Definitely see what your vet suggests as they know best for your kitty :)
Yes they can leave bumps, caused by scratching.
This is very effective, and will kill fleas and their eggs in the house.
He’s 100% indoors. This is the flea medicine Amazon Brand - Solimo Flea and Tick Topical Treatment for Cats (over 1.5 pounds), 3 Dose/6 Dose https://www.amazon.com/dp/B07P22LN8P/ref=cm_sw_r_cp_api_glt_i_ZYEEGE78E4T8TGEJJ2ZK?_encoding=UTF8&psc=1
You'll probably have to give her a bath. You don't even need flea shampoo, I think a lot vets suggest using dish soap like dawn and leaving it on about 10 minutes. But, you'll probably also need a good flea treatment. Advantage is pretty good:

You will also want to vacuum your house real good.

This stuff worked so so well. I tried everything for my cat and this is the only thing that worked. Just crush up the pills and the fleas start falling off within like 30 min!!

These are cute and they say prime on the listing
Also irrelevant for currently but I think he may like this at some point in time.
Use Frontline Plus or Advantage. Make sure you read the instructions and use the correct weight/dosage.
Stay away from flea collars. They can make your pet sick, especially on a kitten or older cat. Also, they tend to come in bright colors for some reason, which doesn't bode well for your animal if it goes outside in a rural area. Makes it more visible to predators.
