If you have a reoccurring issue, try this stuff. You have to vacate the home for a few hours but it works wonders with any pests.
A really good spray I used was Zoecon Precor, for fleas, but it also works on roaches. When I had used it for the fleas they were gone the same day and stayed gone. To note, I did use it for a small ant infestation and it worked like a charm.

I would also suggest keeping a really good flea spray around the home, there are some great non-toxic sprays that naturally kill fleas. This one is my favorite! There are repellent sprays that can be used on dogs. Wondercide is one. Personally, I've found both Rosemary and Peppermint versions of it more effective than the Lemongrass.

We get our lawn sprayed for ticks and mosquitoes, but my dog is on nexguard and I use a spray called wondercide as a repellent (there are so many ticks where I live even though they die on my dog I don't like them even being on him). I use the spray on hikes and camping trips and it works. I would run it by your vet first, just to make sure it doesn't conflict for any reason.

I just rescued my first long haired kitty in February. After a few months of hiding, come to find out he had fleas and a bunch of matted fur. Maybe laziness on my part, but he got a lion cut. It totally helped with targeting and treating his problem areas.
My vet recommended a Seresto collar. A bit pricey, but it works for 8 months, as opposed to applying a topical monthly.

Frontline's website and other forum's seem to all agree two weeks should be enough to safely apply more topical if needed.
I got rid of fleas coming up through my floorboards using mothballs under the house to discourage feral visitors (bonus: silenced the nightly 3 am cat sex concerts) and salting my floors (cover for 24 hours, vacuum). I've also had good results with this product. It's totally natural, so maybe better for sensitive skin. I've used it on cats, floors, and furniture & it visibly kills fleas on contact.
I have used this in the past for fleas. It works better than any bomb I've ever used.
Oh and edit to add, I use this on hardwoods, and carpet with no issue. There is also very little scent left over from it. We followed up three weeks later witha second round and got rid all of the ones inside. We also treated the yard too because we have indoor/outdoor dogs as well.
Instead of starting a rucus with your landlord, why don't you just get rid of them yourself quickly and easily for about $40.
Here is what you do. It is of vital importance you follow all of these steps as failure in one can compromise the whole thing.
Take the cats to the vet or groomer and have them dipped. Leave them there until everything else is complete.
Vacuum the entire house. Under furniture, the whole nine yards. Take the bag and throw it into the outside garbage can.
Spray every inch of carpet in the house with the precor. Make sure to start at the back of the house and spray your way out. Do not under any circumstances walk on treated carpet.
Leave the house for 6-8 hours.
Vacuum the entire house again. Same as before.
I know your pain. I tried everything before resorting to the flea bomb and they still came back by the next day.
This shit saved my life I honestly cannot recommend it enough.
