You don't need to measure anything. Modern fan blades are not adjustable, just make sure all the securing hardware/screws are properly tight. If the fan still wobbles then one or more the the blades are out of balance (not alignment) which means through various imperfections it is heavier or lighter than the rest.

Seriously... don't measure the distance from the ceiling to the blades, if a blade is bent then it will be obvious.

This looks like an all in one cheapo builder fixture, the kind that would go in new tract housing. The box looks like a box for electrical purposes (instead of a separate terminal box or a proper joist-mounted round box), but it came with the light and the bracket all as one unit, for the finish plate and fixture to be installed after. I couldn't find any example like that on the web.

Sure thing...a “saddle box” is what you want. It’s made so that the screws to mount the fan are in the wood. It’s the most secure mounting option for a ceiling fan.

Maybe consider using this I would double check its ability to mount somewhere besides a ceiling but i would imagine it would be fine.

a ceiling fan requires a solid metal box attached directly to a stud, or a bracing system that attached to two joists to properly support the fan.

That looks like a pancake box. They're not rated to support a ceiling fan as far as I know. And the fact that it's a pancake box probably means there is a joist or something there that would prevent the installation of a proper fan box in that exact location. There is a box made for going over a ceiling joist, if that's what is above this pancake box.

Edit: I looked again and the ceiling is built lower where that box is. Idk why they would have used a pancake box in this situation. So my ceiling joist theory is probably wrong in this scenario.

I need to look up how to file a complaint. I can probably start by looking for a licence lookup. Actually yeah. I used 3m tape for about a year and felt reasonably confident that the lighthouses would not fall, at least over that timespan but ended switching to telescopic supports which are relatively space efficient: https://www.amazon.co.uk/Wolfcraft-4042000-wolfcraft-Telescopic-Support/dp/B001BWT2PA/ - you'd need a couple of clamps too. This has been my setup for >3 years now. This solution costs a lot more than just the tape but is far cheaper than replacing a single lighthouse should it ever have fallen while using the 3m tape.
You can tape a penny or two to the blades (moving it to each one) to see if or how a weight will fix it. There should be a weight kit at the hardware store.
