Fresh coffee grounds are a really good masking agent. You can also get activated charcoal pouches that also help eliminate strong odors but both will free quite you to clean surfaces (walls, linens, ect.).
Maybe try something like charcoal bags for your shoes?

I use two of them in my van...it absorbs all the smells...even the smell of scented odor eaters.
I think you would have a ton of issues putting a puppy pad down. One of three things is going to happen: They're going to make a mess shoving the pad around, they're going to scratch up the cotton front of it and get that everywhere, or if you taped it down and they somehow don't tear it up, you still have to remove a pee soaked pad with crystals going everywhere when you change it. I use crystal litter and the brand we use soaks it up so it clumps enough that we can scoop most of it and the rest gets mixed in until it's time to change it.
For both the odor and "excess moisture" problem, one of the facts of having a cat in a small apartment is that you have to scoop and change the litter regularly. It's not like in a house where you can keep it in the garage until it's nasty and just dump it (which I think is gross and unfair to the cat anyway). We have about 1500 sq ft, 2 cats, 2 x-large litter boxes, and they get scooped daily with whole litter changes about every 3-4 weeks. It'd be every week or 2 if we had regular sized boxes. There are litter additives to help with odor control, and I have charcoal air freshener bags that I think help too, and my mom use to keep about 3/4 of a cup of cheap coffee grounds in a cup hidden in whatever room she wanted to get rid of odors from since it is a natural deodorizer. I will also say I think top entry boxes keep things cleaner or at least make it harder for them to toss litter out.
But similar I ised in a caravan to remove smoke smell and those pouches worked great.

I suggest if you don't want to disassemble and clean the outer case, maybe try putting the whole thing in an air tight container with a few of these activated charcoal packs to absorb as much odor as you can.

The thing is I want to stop the weed smell coming through the return vent which is my main concern. Do you think putting this bags behind the return vent could help?

You can get charcoal deodorizing bags from Amazon. The charcoal absorbs many odors in a room for a few weeks. After then you can leave the bag in the sun to refresh it.

While I don’t struggle like your dad seems to, I do have the occasional catastrophic event; I attempt to ensure that any unpleasantness is as limited as possible vis-à-vis odours.
I have found air fresheners pretty useless (I have a decent sense of smell, so I am well aware of foul odours). I have found that charcoal works well. I’ve used a few store bought brands and eventually landed on his one -
These only cover about 90 square feet per bag, but if the odour is only being generated in the bathroom then these should fit the bill.
An alternative might be to have a heart to heart with your dad re odours and diarrhea. I’m sure you have had this conversation, but thought it was worth mentioning as some people do prefer to avoid talking about sensitive topics.
Also, as a stop gap measure, have you considered something as simple as anti-diarrheal medicines? These could be used while you search for stronger solutions.
Has a prescription for Creon been provided? That may help some.
You are far from being insensitive (personally, I would rather my wife told me that my symptoms are impacting her quality of life, so I can deal with it). Btw - it is rare for a caregiver to understand that agency, or a lack of agency, can have a huge impact on a patients quality of life!

I don't think either of these will work as well as the product you linked, but they do make charcoal bags that are supposed to help with odors and reusable desiccant "packets" that might help with moisture in a small space. If you could find a source of charcoal, you could probably DIY the hang bags too, if you wanted -- I sort of doubt that the fabric on those is actually linen, and even if it is, you'd have to cut them open if you ever wanted to replace the charcoal.
You could also think about getting a small air purifier. It's not exactly a solution to either problem, but it may help with odors and any other residual cat particles.

Agree to dehumidifier, but I’d also suggest buying charcoal bags. My new house’s basement and laundry had a lot of smells going on (mold, litter box, musty carpet, people who never cleaned) and these worked really well. I also used baking soda on the carpet and sprayed a water/alcohol/essential oil mixture everywhere. Took a while but it finally smells like my own!

I got these in our “cat room” and I kid you not..... absorbed the smell within an hour! And then to “reactivate” them, you just set them out in the sun! They don’t put off a smell of any kind, just absorb whatever is in the air. I hate fake smelling air fresheners, so this seemed like a good idea at the time!
