Amazon also has this one (and others in the "related" section) that seems to be a more recent edition. Not sure what you mean by a "sentence for sentence translation", but I assume it should be fairly close. The English edition isn't like an entirely new story loosely based on the original French.
You can try StarWars, tho I do not recommend it - there is too much scary monsters.

This was just $0.99, so I splurged and picked it up for my kindle. I'll read one of the self contained stories out loud to myself sometimes in the evening to work on my pronunciation. It's no Wayside School is Falling Down, but for the price I'm okay with that.
I think this is the book you are talking about, and I never thought of it as a metaphor for the drug war...
I'm always amazed when I run into others who read relatively obscure books from my childhood. :)
