You can clean the top with your normal car wash soap both as a first step and as maintenance once you get it really clean. Use a soft boar/horse hair brush. If you don't have one, I have used a kiwi shoe shine brush and it's worked perfectly.
If it's really dirty in spots, you will need a dedicated convertible top cleaner. Meguiars sells one that you can get in Walmart/AutoZone/Advance/O'Reilly's.
You will also need a protectant for it. I can't think of one offhand that's OTC, but that doesn't mean you can't look.
If you are not in a rush, and can wait a few days, there is a 303 kit that is great. https://www.amazon.com/303-30520-Convertible-Fabric-Cleaning/dp/B000A8JNF0
The plastic can easily be fixed up with Meguiar's Plastx, again, something you can pick up from Wally world and the like. Or add it it to the order from amazon. I like it because it's a cleaner/light abrasive, so it's gentle enough for using every other month without worrying about cutting through the plastic.
Good Luck!
Check Amazon for boat canvas cleaners and protectors. I like the 303 products.
Ugh, i feel for you. Currently street park in Brooklyn and i fear for my Fit on the daily. if it's any help, I've had some good results with getting rid of some similar looking marks this stuff (keep it in my trunk at all times) -

I gotta search my garage but you could use something like this: https://www.amazon.com/Turtle-Wax-50935-Scratch-Repair/dp/B07N6DRHL6.
Also be aware this may remove some of the clear coat of you do repeated treatments.
You likely don't need anything like a drill-powered brush for just regular dirt/pollen. I've always just used car wash soap and a wash mitt. Then once a year I'll get a Raggtopp cleaner/protectant kit and use that.

It's not vinyl it's like canvas and it's in really great condition! I really wouldn't do anything to it but clean and condition it with a product like THIS . This is a kit but you can buy the items separately.
I used this set of cleaner and sealant with a nice soft top brush on my Miata. It worked pretty well at keeping the top hydrophobic. Best to not let the snow or ice pile up and soak in.
You could start with scratch remover after you clean it. This https://www.amazon.com/Turtle-Wax-50935-Scratch-Repair/dp/B07N6DRHL6/ref=sr_1_2?dchild=1&keywords=turtle+wax+scratch+remover&qid=1630285229&sr=8-2
or other.

Paint pen might be an option, or the actual paint, but to pay someone to fix the paint, couldn't say, but ballpark 3 to 500$
Seems like a difficult ordeal to come out to see that. Hope it buffs out.
I bought Raggtopp from Amazon. Then I bought the 'horse hair' brush along with it. Worked for me. Read the instructions though, the vinyl on the car needs to be completely wet before applying. I don't remember paying that much for it but that was 2 years ago.

When I detail cars that are convertibles.
Looks like a fabric top? This 303 kit will clean and protect it.
For the leather, it's likely coated leather, most cars are. The actual leather is coated with a thin layer of vinyl to protect it, which means leather conditioner does squat. For most cars I just clean with some murphys oil soap (use a sponge or toothbrush and work to a good lather) and then top it up with some 303 aeorspace protectant (same stuff I use on the dash).
Did the same search about 6 months ago and found these products had good reviews.
I also picked up this brush to scrub the top after applying the cleaner.
The sprays work well. The brush does leave some hair as others have noted in reviews, it's not hugely noticeable but I wouldn't buy it again.
Personally, I went with RaggTopp because it is recommended by the manufacturer of the premium/twill top fabric. 303 is also very good and I would have went with them if I had the vinyl top.
Edit: Just make sure you get the right 303 for the job. Fabric for the premium/twill tops. Vinyl for all other tops.
Is your convertible top cloth? If so, this is what you want: http://www.amazon.com/RAGGTOPP-Convertible-Top-Care-Kit/dp/B0002KKIVO
This is what I use on my Miata's cloth top.
For vinyl tops, there are special cleaners and you can follow up with 303 Aerospace.
I recommend this for leaks, http://www.amazon.com/303-30520-Convertible-Fabric-Cleaning/dp/B000A8JNF0/ref=sr_1_1?ie=UTF8&qid=1439255719&sr=8-1&keywords=3m+convertible+top+waterproof
Worked like a charm for my top. Repelled all the water.
