If your cat is scared of the fountain you can always try stainless steel dog bowls like these.
Cats can't knock these over and they are very easy to clean. I have 1 fountain that only 1 of my cats uses. The others prefer the stainless steel bowls and 1 is scared of the sound of the fountain. She is also terrified of jangling keys and throat clearing sounds.

I use one of these for my golden and it slows him down. I also use a Kong wobbler to feed him dinner. Occasionally I'll use a snoop, which also works well.
Alternatively, you could stick two spoons in the bowl in an X fashion. There are tons of ways to slow fast chompers down so they don't get bloat!

One of my friends has this bowl and swears by it, but I've never used it for my own cats. Water comes out of the top when they push down on the top part so it's not supposed to spill. I'm not sure if you've already tried something like this but hopefully it helps!

Try this bigger size. I use the smaller one with my girls and they like it, but if she's having trouble buy the bigger one I guess.

We have a Pineapple Cheek who loves to upend his food bowls. I solved that problem with these.
As for the cage, at first I was going to make a recommendation, then I saw the picture. I have no experience with cages for a Macaw, so I can't really provide useful input on that topic.
It's a Midwest bowl! They're double the price in most stores, but on Amazon, they're decently cheap. I have a 10 oz for water, and a 20 oz for food!
We have water dishes that attach to the side of any crate and hold the bowl, this one to be exact.

This water bowl is actually spill proof, from personal experience, at least with my small dogs around 15 lbs.
I would also make sure there is some water. Something like this can work well as you can lock it in place, and the dog can't tip it over halfway through the day.
I had to start using dishes that attached the the cage walls. I have liked these dishes by Midwest, which they can’t easily pull out of the holder (but humans can for easy cleaning). One bun still digs through his pellets and spills some, but it’s not nearly as bad as when they were throwing the bowls!
Have you tried one of these styles by chance? one & two. They’re the only style that works for my fuzzies, and I only fill them about half way so that if they feel like digging in their water, it’s only a minimal amount that ends up on the bottom of the cage.
I’ve kind of just accepted that they’ll dig in their water dishes, it’s impossible to stop them completely lol at least with the ones I linked they can’t tip them over

I have been using it since my dog was 12 weeks old. He now has regular water bowls around the house but this one is still the one we use for his pen. It slows down drinking, the base is to heavy for the dog to really topple over and the hole to drink out of makes it impossible to fit their paws in.

Heya! For Mozz we have two of these bowls attached to the inside of her crate and she gets maybe half a cup of food and two cups of water when she goes down for the night. She usually wakes up in the middle of the night and grazes a bit, and that seems to tide her over until morning! We also noticed she is willing to sleep in later when she has access to food/water overnight.
I use this clip on bowl I usually have 4 in the cage two for water 2 for food. I put a decoy water bowl out as well. I put a tray under it so she can't drag it as well, but it also catches the water.

I would try to think about the reasons why they are eating and drinking so fast. If the water thing is new, excessive thirst can be a sign that there is a medical issue. Did you rescue this pup? Is it possible he’s trying to resource hoard because water hasn’t always been available to him?
