Get a slow feeder bowl for your friendo and give lik .85 of normal foods if need a reduce depending upon situations friendo. Help them do a savor and no tummy grumble bleh.

You can buy a slow feeder bowl that helps dogs eat more sporadically. Happened to my golden a few times, he would eat so fast that he would throw up. The slow feeder helps maintain a pace for ingestion and digestion. Recommended by my vet and has done wonders.
Adding some chicken/beef broth to the helps with texture as well.

We had to use one of those maze bowls because ours ate so fast he got hiccups. He eventually slowed his eating around 8 months old.

All the dogs I've had are complete babies with nail trims. I just hold on and go as fast as I can when they decide to be still. Then when they struggle, just keep holding the paw and try again. Reward them when they are still. You can try those slow eating sticky mats (like this: https://www.amazon.com/Aquapaw-Dispensing-Suctions-Grooming-Training/dp/B07DKNN87F ) so they are distracted while you do it. Always reward when done.
I personally just tip the nail then grind them. When you are getting the nails to be short again, grinding them every 2-3 days is ideal or at most once a week. They will get used to it.

I haven’t given those in particular a try, but I’ve had big time success with slow feed bowls made for dogs.
It forces them to slow down and give their stomach a chance to feel more full, sooner. Similar to putting your fork down between bites and making sure to chew well, as a human.
The egg that spits out food worked a lot for my cat. I got this one. You can make the hole smaller or bigger depending on how much kibble you want it to give out. It works a bit better on carpet because it doesn't slide around as much, but it makes kitty work for her food and eat much slower.

Let him grow out of it. (My puppy used to do that and eventually grew out of it. She loved to stick her whole nose in and blow bubbles... Then I got her a kiddy pool in play in)
They're super smart so they get bored and destructive easily (learned that one the hard way). One thing people recommended that I never did but I think is clever is that feeding bowl that makes dogs slow down and work on eating. Like this

There are some really great slow feeder bowls and toys out there that slow them down for their food. My dog went from inhaling her food in 10 seconds from a normal bowl, to taking 2-3 minutes to eat it from a slow feeder bowl. Doesn’t seem like much difference but she’s used to almost choke herself on it before and now she actually chews!!
Border collies are so smart too so maybe some interactive versions could work too?

We got a few different ones so we aren't constantly washing them they get extra gross after dinner time with all the licking that is required to get the food.

I’ve seen people smear peanut butter on a wall of the tub so they have something to keep them occupied. I know there are also lick mats that have suction cupson the back that work similarly, but probably occupies them longer. My BC isn’t super food motivated as it is, especially when he’s anxious, but could be worth a shot!
mine was an inhaler too as a puppy!! we had to use one of those slow feed bowels when he was young!

Dogs enjoy licking, it helps to calm them down, so this is a little trick that, iirc, dog groomers use to help their clients chill a little bit

I first bought that one you linked to. Cleaning it is a chore. He chewed on it early on out of frustration, and we knew we would eventually replace it as we didn't want nasty stuff growing in the teeth divots he made. We use this brand filled with Blue kibble, it’s adjustable to allow only one or two kernels to be dispensed at a time, if he’s hungry it takes him about 40 min to empty, he has to bat it around a lot to get it to let stuff loose.
For mental stimulation I use a biscuit pan, tennis balls, and treats. I do this a couple of times a day.
Place a treat in one of the holes. Cover all of the holes with tennis balls then put the pan on the floor and let your boy sniff out the treat.
You may have to show him the first couple of times until he learns to move the tennis balls.

I like the new bowl. It makes them work a little bit for the food.
This one may be a little extreme, but I have done this in the past. I bought a wagon and “walked” my dog in the wagon a couple of times a day. It’s a good way to break of the monotony of being in a crate all day.
