Yes, he absolutely needs to be wearing at the very least a warning vest. A dog that is a bite risk should also be wearing a BASKET style muzzle in public, one that allows the dog to open his mouth to freely pant and drink water. Something should have been done immediately after the first incident, but better late than never..

Seriously though, get him a harness and a lead that buckles into the seat belt. He’ll thank you for it if you’re ever in an accident, god forbid.

are you using a normal collar/leash? my labradoodle pulled like he wanted to choke himself until I got a harness that attaches from the front. when he pulls it tightens on his front shoulders and pulls his legs together, preventing him from pulling. I also give him lots of small treats, keeping my arm tucked to my side so he has to be right beside me to get them and is rewarded for being close to and listening to me.
as far as comments goes, it sounds like a majority of the comments you are getting are somewhat sexist since your S/O isn't receiving those same remarks. I would just remind them he's still a puppy in training and focus on training your pup. that's definitely frustrating, having to listen to people make the same comments over and over again though.

I don't, but have gotten the impression that unsecured dogs is the norm there.
Anyway, you use something like this. Or a nice crate.
I've heard somewhere that a crate is safer, but I've got no idea why. We use a crate which we've secured with the seatbelt running through it. He's very calm during rides and being left in the car alone.
Body harness. You usually see them for small dogs, but they have them for all sizes - think what you see for sled dogs. You can thread a normal seatbelt through the center portion and if an accident occurs they are supported by the chest straps instead of just their necks.
Honestly, I'd just get a sling or roll up a towel and help guide the old boi myself while walking behind or next to them them.
If the arthritis is already that bad, the ramp might not be useful for much longer. Eventually you're gonna have to muscle them into the car either way.

A rear harness will allow you to support the back legs while she goes up the stairs.

There are plenty of rear harnesses that attach further back, and are made specifically for hip/leg issues.

I have a velcro waist band meant for human support that I've used on a dog. It worked fine as a temporary solution, but the items made for dogs are probably better.

For the people petting, you can get a harness and/or leash/collar/bandana that tells them not to, or tells them to ask!

As for the other dog owners, honestly I would tell them that if they can't control their dog off leash, then the next time you see them, you'll report them. In most places there are leash laws.
Also, if you feel comfortable, I wouldn't run with your dog. Just pick him up and turn your back on the other dog. Ignoring the other dog will probably make him lose interest - running could encourage him to chase.

Cheapo vest for the pupper, no worries though she is not much of an operator. She is only good at causing trouble and getting belly rubs.

Also, the instructions it comes with shows it on backwards - just look at the pictures people post on there for orientation. Logo should be on their back, not the chest.

A choke collar is just about the worst thing you could do to this dog. They are cruel and only cause more issues. Get a harness that allows you to clip the leash at his chest so that, when he does pull, it will naturally turn his body toward you, which stops the pulling. My 8 month old lab mix does the same thing!!!! It’s absolutely terrifying. Like, heart dropping, life ending terrifying.

I have this one off of Amazon and really like it. It has both front and back clips for the leash.
Try a front leading no-pull harness to discourage him from pulling on walks. It's humane and painless, not like a choke chain or some other horrible thing. It just make it difficult for him to pull and redirects him around to face you instead. We've had quite a lot of success with this one Also, you can try stopping every time he pulls and only continuing to walk once he stops, thus showing him that pulling and lunging will not get him what he wants. Be warned, this can be quite slow and frustrating (for both you and the dog!) at first, you may spend 5 minutes moving a few steps down the street, but if he's smart he should catch on quickly.
