This is the one I bought for my pets and it works wonders. It's completely silent, easy to clean and fill, cheap, and all my cats and dog drink from it. Give it a shot, Amazon does free returns if they don't like it.

Edit: like someone said below do watch out for chin acne. Keeping it clean will help.
You can get a bowl which has grooves in it which can restrict their ‘gulping’. Ultimately though, if your doggo is hungry or has a high food drive they’re going to eat quickly.
We try to manage our boy by using a bowl like this Dogit Go-Slow Anti-Gulp Dog Bowl, Black, Large, 1.2 Litre https://www.amazon.co.uk/dp/B003VPG0Y6/ref=cm_sw_r_cp_api_glt_fabc_F4XGBY5DZ4BJX9XCW209?_encoding=UTF8&psc=1 (I know it’s designed for water) it seems to slow him down a bit but like I said, doggo gonna eat how a doggo gonna eat

Clean water should be accessible 24 hours a day to your dog, and once she realises the water bowl is always there, and always has water, she will learn to drink at a calmer pace, failing this, you can get bowls to help your dog drink slower. Like this one.
As for your post, i'd personnally recommend having family meet all three of you in an outdoor setting, then having said family walk in your front door IN FRONT of your dog. To a dog this is pack hierarchy. I'm not an expert, but this is how i solved my gsd's behavorial issues, which were pretty much as you described in your post.
I've tried a billion different fountains for my 4 cats and 2 dogs, and the biggest hit so far with them AND me is this one: http://smile.amazon.com/Dogit-Design-Drinking-Fountain-Original/dp/B004OHQUUY/ref=sr_1_27?s=pet-supplies&ie=UTF8&qid=1436373471&sr=1-27
It stays so much cleaner than all the other ones I've tried, and is really easy to clean and refill.
> the electric fence solutions are pretty expensive
They also don't work.
Instead of a standard chain tether, how about an overhead trolley tether? You can arrange it so he cannot reach the fence while he's on it (thus cannot jump and accidentally hang himself to death on the fence). The overhead tie allows for much more movement and less tangling. You'll obviously still have to supervise him while he's in the yard, but I find trolley tethers much easier to deal with than standard tie-outs.
