VIC FIRTH High Fidelity earplugs are the best money you’ll spend if you play in a band or go to concerts. They lower the sound by 25 decibels while still having the clarity that all the other normal earplugs forfeit.

I've got a Pearl Vision Bop kit (18 bass, all the shells are birch) that I absolutely love. Not sure if you can still find them, but I would recommend them any day. The snare was quickly replaced but the toms and bass are great.

I use this thing for my 18" bass drum and it works wonderfully. I can't see any reason it wouldn't work for a floor tom. It rests just behind the hoop. The rubber holds it in place and it doesn't move. I especially love that it doesn't require any modification or clamping. Might be worth looking into for your floor tom.

I would also recommend the EMAD. Although the Superkick II is the top choice on this thread, I think it might be a bit too heavy for folk rock.
The EMAD is a solid all-purpose kick drum head that will sound awesome for folk rock. It comes with two attachable foam rings that will let your drummer adjust his kick sound.
For a slightly warmer sound, I would actually recommend the EMAD coated head, which I think your drummer will love.
