My opinion is it's part of personality. He is only a year and half so he will be jumping off walls for a while. Very normal cat playtime for healthy cats. I have two kitties. 1 of them is extremely playful and always running around. He is almost 5 and has been like this since kitten.
AW recommends these two brand cats foods. This will help ensure the lowest amount of toxins and fillers entering his body. The less heavy metals the better.

My boy cat plays with my girl cat all the time when she is not having it. Just cat things.

Likely, but definitely see the vet. If a vet isn't an option, try switching the food out to a good skin and coat formula (I use Natural Balance Limited Ingredient Diet) and see if they improve.
When there were more I used Friskies. It was economical & they liked it. There’s only one left so she gets Fancy Feast. Good dry food is really important. I noticed it never paid to feed cheaper foods. I always looked for a food that filled them up properly. Cheaper foods never did the trick! Dont get set on thinking its chicken though, this process of finding the ingredient culprit might take a while. Just google most common cat allergies amd go down the list from there.

Our vet suggested a novel protein. I found this brand and I like the ingredient list. We just call it Duck and Peas and he loves it. Also now he poops like a normal cat. We haven't tried the soft version because I hate the packaging wasted with wet food, and he drinks more water than any cat I've ever known ( not in an unhealthy way, but I've grown up with cats who I never saw drink except for from a dribbling sink). He is a healthy weight too which is pretty rare in my experience with male neutered cats

Some cats are allergic to chicken, and it's in most cat food somewhere. This brand has a few types of grain free for cats (we use the duck and pea formula) and our little itchy guy has no more problems. The wet Venison & Pea is great!
