I would put a coat rack like this along the wall. Move the rug to the front of the coat rack. To the right of the rack, either place a big plant or a narrow console table perpendicular to the wall.
The problem with tension robs is they might fall down. Winter coats are heavy, too. Tension rods are a waste of money in my opinion. You would be better off buying a coat rack tree and just putting that in there to hang coats on. Maybe something like this:
This is what I use. I got mine in a dark brown. I'm sure you can find something similar in white.

I put my tower on a pedestal and I went from cleaning it ones every two months to twice a year.
Made a huge difference.
I tipped an old used speaker box on its side as a pedestal.

I bought a big metal shelving unit with a bar to hang clothes. It's maybe a little overkill if you have a small room or apartment, but it's the same construction as those adjustable metal shelving units, very sturdy.
This same one I think: http://www.amazon.com/Alera-Wire-Shelving-Garment-Black/dp/B004I2IFGM/ref=pd_sim_sbs_etk_hg_fd__1?ie=UTF8&refRID=1GY8XAHBX6AVHQXFZSXM
