I suggest a depilatory cream. Something like this or this. (Definitely do a skin test first, though!) If you must use a razor, use one marketed for for women - they are made for body hair instead of facial hair.

Idk about soothing the irritation now (maybe some aveeno oat lotion?) but as for how to remove hair in the future, I'd highly recommend using a depilatory product. I've used the Nair Bikini Cream Sensitive Formula and I'll be honest it took 2-3 applications to remove it all but it wasn't irritating at all. Alternatively I've also used the magic shave powder and it works better, however 1. It smells horrible and 2. It will temporarily stain your ceramic shower/tub/sink. Also if you try these always remember to do a patch test first.

I've been using NO HAIR CREW for a while now, just make sure not to leave it on to long. I tend to use it and get in the shower after to make sure any leftovers are gone, since it can start burning if you keep it on too long.

Instead of shaving, you might want to try something like nair (/r/pointless gendered, feel free to get the pink or the blue bottle it's the same shit. I personally recommend this one because you get 4 more ounces than the woman's version but the price is the same). Might have more success getting all of the hair off instead of using a razor.

I have good luck with this stuff. Just follow the directions and you'll be fine. I've tried many other brands but they all ended up burning. I haven't that issue with No hair crew.
