Thank you for inquiring! I use the Vanicream Gentle Facial Cleanser and I was always under the impression it had a pH of 6.5 based on its entry on the cleanser pH spreadsheet. So seems that resource got it right. I really like the cleanser though even though it's about a full pH point higher than average skin pH. I find that it's never stripping and leaves my skin feeling so soft. I do however use an oil cleanser before using it, and I only use it during my night routine. In the morning, I merely rinse my face with water. I also noticed you asked about an oil cleanser below! I use Kose Deep Cleansing Oil, $10 USD on Amazon. It's well regarded on /r/AsianBeauty and I have found it takes off makeup, sunscreen, and general skin grime amazingly. One pump, massage into dry skin, rinse with water, pat eyelids dry so you can see, and massage face with other cleanser is how I do it!
Oil cleanser is the best way to remove sunscreen/makeup. I have tried many over the years and the best value/quality is KOSE SOFTYMO Speedy Cleansing Oil. Gentle, effective and will last you a very long time.
The key to using an oil/balm cleanser is to put a pump over dry skin; massage it all over. Then wet your hands and massage it again. This will make it emulsify the oil, it will turn milky and becomes less oily. Rinse it off, then follow up with your regular cleanser.
This method not only will ensure you have cleansed properly and got rid of any sunscreen, but it also helps with Sebaceous Filaments (black dots) on the nose if you have them. It is also a gentle form of exfoliation and will leave your skin soft and smooth.

The Neutrogena cleansing oil is one of the least expensive cleansing oils I've seen on the US market. I use a mineral-oil-based Japanese cleansing oil that I can get off Amazon for a bit less per ounce. It's the Kose Softymo Speedy Cleansing oil, which is fragrance-free and mostly mineral oil. If you're sensitive to jojoba oil, though, be aware that it does contain jojoba a bit further down the ingredients list. I got off the depo shot and back onto a birth control pill that has some estrogen to help with my hormonal acne. That helped, but what 100% has cleared up my face (in my low 30s) was combining the estrogen/progesterone BC with Neutrogena Stubborn Acne Rapid Clear Spot Gel.
I would apply one of these (as a leave-on mask) before bed:
Benzoyl Peroxide mask gel/cream. You can find 10% gel on eBay for cheap. Search for "Rugby Acne Medication Benzoyl Peroxide 10 % Gel 2.1oz". Amazon has a few like this one
Kala Health MSMPure Max Strength Skin and Facial MSM Gel. It's a form of sulfur without the smell. One bottle lasts a long time. You can problably find an EU equivalent

Sulfur ointment De La Cruz Only if you don't care about rotten egg smell, but it works great. Leave it for 10min then rinse. Don't let this one on your skin all night. (ex: Nizoral in the morning and sulfur mask before bed).

Don't be fooled by the pink colour and "target gender female" (why would they even put that?), anyone can use it.
Trying to pick which one is better is a YMMV. Some people's skin likes glycolic acid more, some lactic acid. My SO isn't allowed to kiss me during my wait time for my AHA because glycolic acid breaks him out while my skin can't have enough.
If you're looking for an amazing AHA comparable to DE I'd recommend the CosRX AHA 7 Whitehead Power Liquid. Both are GA products but the CosRX is a twentieth of the price. It can be found on Amazon and I absolutely adore it.

I love the Belief line from Korea, they have this moisturizing gel that's fab. I'm hoping I'll find it there. I've gotten it a few times as samples from Sephora.
I'm obsessed with the sheet face masks, though you can get them cheap on amazon US. but those are so fun.
And there are various Shiseido products I like but that starts to get pricey. We'll see how it is there.

An AHA has worked well for me along with finding a dedicated moisturizer (but you already have that covered). A drugstore brand is Alpha Hydrox, but you can also order on Amazon. If you're going to go online I would order CosRX AHA 7. Start by using once a week, then build up. However, you will need a sunscreen with an AHA.

For oil cleanser, I really like KOSE Softy Speedy. Makes my face feel soooo soft after using it. I really thought I would hate oil cleansing, but I really miss it when I travel. Comes in a pump bottle, so clean to use. Did a fair amount of research before settling on this one. It's relatively inexpensive (less than $10) and sell it on Amazon here.
Honestly, any Korean or Japanese brand which you can get on amazon and should last you almost a year with daily use.
One that I really like is this one. I just massage it in and wipe it off with a warm towel and wring the towel out. It also emulsifies too, so it’s capable of washing away with just water as long as you still apply it with dry hands. Very very hydrating and nourishing, while also cleansing without stripping. It also makes my pores look very small for a good 12 hours!
If you want to grab something in the store and don’t want to purchase online, I always tell people jojoba oil is a good cleansing choice too.
Oof, I am so glad you are switching your products. You have made an excellent decision. For blackheads, you don't need a scrub, you need salicylic acid. If you could incorporate a salicylic acid cleanser like this one every other day, then you should be all set.
Edit: A different nighttime moisturizer (something without SPF) would be a good idea.
Basically, you wash your face using a cleanser made out of oil as your face wash. Sounds crazy, but the oil does a better job getting your skin's oil out of your pores when you splash water on it and rub it a bit. After rinsing it off with water, you can use a regular old gel cleanser to make sure none of the oil cleanser is still on your skin.

An AHA should help.
Treat chapped lips with a dab of Vaseline and gently use an old toothbrush to exfoliate the dead skin away. Do this after you wash your face and brush your teeth so the area is damp and clean. Rinse toothbrush with hot water afterwards. Blot lips dry with a towel and finish with a coat of lip balm.
I would also look into double cleansing for the face. Use an oil cleanser to remove dirt, sunscreen, and makeup first. Then use your basic face soap. I use Kose Deep Cleansing Oil and Hada Labo Foaming Face Wash. I learned about Asian skin care through the /r/AsianBeauty subreddit and have been acne free for the last 5 years. I absolutely love the department store quality in their drug store products. Drug store price points also! (I want to add that I recommend double cleansing even if you don't wear makeup since treating your face with the oil and massaging it into the skin helps with blackheads and exfoliating away flakies.)
