I would recommend a halogen lamp. There’s a few different brands, but an easy to get one is this.
Any dome from, like, petsmart will work as long as it’s rated for the wattage you get.
You will need a dimming thermostat
For substrate, the best choice will be a 70/30 organic topsoil/rinsed sand mix, after a 2-4 week quarantine period on paper towels.
For heat, use a 38 or 30L PAR halogen floodlight (like this) on a dimmable thermostat OR an on-off thermostat with a manual dimmer. Switch off of the heat mat as soon as possible.
I also strongly recommend UVB, such as an Arcadia ShadeDweller or a ZooMed T5 HO with a 5-7% UVB output.

If you're using an off/on thermostat instead of a dimming thermostat for the heat source, that can also cause it to stop working as off/on thermostats damage bulbs.

Modern care dictates that overhead heating is the best for them. specifically the kind that produces Infrared A and B wavelengths. This is because it's a much more natural form of heating (where's the heat come from in real life?) while also giving a much better form of heat with the IR than a standard UTH.
Halogen flood lights are the currently best form of heating we have because of how close it replicates the sun. DHPs are second, because they produce a lot less IRA but they also don't produce visible light.
Overhead heating, particularly bulbs like Halogens and DHPs, should be attached to a dimming thermostat to control the heat output. Dimming is needed because it's easier on the bulb, making it last longer, and, in the case of the halogen, you don't want the light flickering constantly.
Herpstat dimming thermostats are pretty much the best. They have an insane number of features and allow you to perfectly set up the heating system as you wish. But, they are also fairly pricy because of it. If you are on a budget you can make due with a dimmer and an on/off thermostat, but this requires you to be checking fairly often to ensure the basking spot is getting to the right temperature.

If by 'the important light' you mean the halogen, a heat mat is not required when using a halogen. When placed above a piece of slate or other natural stone it acts as a natural heat mat while also providing overhead heating.

You just need a standard halogen bulb. Wattage is based around how far away and how big your tank is, but these should do you fine.
you use a dimming thermostat like you do with a DHP. 12/12 cycle.
I do a bit of a more advanced technique where I have a DHP come on an hour before and an hour after the halogen so there's a bit of lightless heat and the slate will stay warmer longer in the evening. Not required but I like it
