As others have said, WiFi only iPads do not have a built in gps. You have a few options... you can either get the cellular pad (you do not have to activate a data plan) and have the built-in gps, or you can find an external gps off Amazon.
Many of the external GPS’s are advertised for general aviation because us pilots like to use them for our flight materials. I personally recommended Dual GPS and can attest to using it several times successfully for Pokémon Go (also using a hotspot if you have no data plan). Another good option is bad elf. I personally like dual because it is Bluetooth and cross-compatible with other devices. Bad elf locks you in because it plugs directly into the device, which blocks the port, but you don’t have to worry about recharging it.
My VivoActive lasts ~18 days. I use mine on Android, but both Amazon and the people asking if it works with iPhone claims it works on iOS. Always-on colored screen, longer battery life than Pebble, built-in fitness tracker, and GPS capabilities. Might be worth checking out.

Lots of people do this for the solitude -- it's a feature, not a bug. Also, you're acting like this is the 19th century. Ever heard of these Spot GPS emergency messengers? There are lots of products like this where you can still be safe far off the grid. It's like anything that carries some inherent risk -- take the proper planning and precautions and you should be fine.
I used Navionics on an iPad, and a chart plotter with embedded GPS (no antenna to hook up). With the combination, I felt I had redundancy and reliability. Sometimes one would be more accurate than the other, but all in all it was sufficient to get me where I wanted to go.
Check out the power draw of smaller chart plotters. It was never a cause of strain with our solar panels and house bank.

We kept the puck charging while the sun was out or we were motoring. As with the chart plotter, the draw was small enough to not be a problem.

Doesn't seem like I'm going very fast but often see I'm exceeding 20 mph so I back off.
After two nose dives I'm a bit leary of going too fast.

Having something like this if you are riding off-road especially alone with no cell reception. If you have the budget for it just get it even if you are going to ride with a friend. Might save both of your lives.

I picked up an older Garmin Vivoactive on marketplace for $20 because it didn’t have a charger. I think I paid $10 for a charger on eBay. It’s awesome. It’s a multi sport watch but I only use it for golf. Super straight forward. No fluff. There are a few golf features I don’t use. E.g. scoring. But I only use it for distance. Gives you front, middle and back distances and they are very accurate. I haven’t found a course that wasn’t in the Garmin database yet.

If you are using your GPS to collect point data, find a GPS averaging app. I use this one, aptly named GPS Average. It works fast and gives me data that is reasonably accurate.
If you're collecting track (line) data, you may want to consider getting a blue tooth GPS unit, like this Dual Electronics XGPS150A Multipurpose Portable Universal Bluetooth GPS Receiver.
Like the other folks said, it's not the app, but the hardware under the app that's giving you trouble. The above will provide you some work-arounds.

it works pretty well with anything other than Apple Maps for turn by turn. If you are planning to hotspot from an iPhone, make sure you disable bluetooth on the iPhone. I've noticed, there is some signal transfered through bluetooth for hotspot that stops iPad from reading the signal of this.

It’s a satellite communicator. Provides comma anywhere on earth. I use it for hunting/ going anywhere remote so I can call for help. It’s not really what you were asking but it would be helpful in a situation where self-rescue was impossible.

No direct method. You could periodically start a workout recording with GPS, save it, then see where the track is in the app, but unless you get lost and truly need a "last resort" method to finding your way, that's probably a lot more cumbersome than you want.

You don't need to make 5Ks a habit, but I'd definitely suggest doing some good exercise (walking itself is fantastic!), and monitoring your heart rate while doing so. It'll very much make it easier for you. Otherwise, you are going to overdo it and get frustrated. Cardio gains come FAST, and you can just "let it happen" to you.
A quick little bit about me: ran cross-country a season in high school decades ago. Ran a couple 5Ks over the years, "just because," and with no prep. Was very overweight, and a smoker for 30 years. I my spouse wanted to do a half-marathon at Disney, I had recently seen the Nova Marathon Challenge, so I said "what the hell; sign me up, too." I trained, and ran it. I've done two others since, and will be running a full marathon in November. I've got to average 13:45 for the 26 miles. That's pretty much what I did the halves in. Hard at work running 5 days a week now, after starting back on June 1. I have a long way to go, but I'm on it.
You really, really, really might enjoy how "running" makes you feel, even if it is just walking for now. It is good to take that time out for yourself, as a priority, for your physical AND MENTAL health!
