Yes. It's truly bad and you are likely to sink in and wobble badly! These things help but I would still get a chunky heel.
Many people put a squishy make up sponge under the gore for a few days to weeks while the bra gets ‘broken in’. It just takes a little wear for the wires to soften up a little/ adjust to your body.
Another option that I’ve used are little sticky heel pads that are meant to go on the back of shoes to stop your heel rubbing and getting blisters. They are very soft and pretty comfy. I just cut them smaller and stuck them on the gore covering the wire. The sticky quickly wears off, but I’ve found the bra keeps it in place fine.
If your heels are slipping out, don’t get them stretched! They’re probably already too wide in the back. I have very wide feet at the front and very narrow heels so I need to get these for pretty much any leather shoes I own.
The slip will probably lessen once they break in a bit. Whether it will go away completely depends on how bad your heel is slipping. I'd personally try something like a heel pad instead of an insole to see if that remedies the problem first. You stick it right in the back of the shoe and it should give your heel some grip and minimize the slipping.

I bought blister pads on amazon that you stick directly into your shoe (so they're semi-permanent) and they reduce friction thereby preventing blisters. I had a pair of birkenstocks that were comfy except for the fact they rubbed my insole raw, and I put on a couple of these pads and it's been a miraculous improvement.
So if the shoes you end up getting still cause some blisters, I highly recommend the pads!
As for shoes, maybe it's a bit old lady-ish but I really like Naturalizer for comfy work-appropriate shoes. I just find them so much more comfortable than 'younger' brands in the same price range.
I had a pair of winter boots that bunched at my heels, and I found tongue pads from amazon helped!
Depending on how bad the pressure is, they might be worth a try.
If the boots are leather, you could also try taking them to a shoe repair store and having the calves stretched out a bit so they stay up better. I've done that a couple of times with boots that don't quite fit.

Amazon sells heel savers so you can absolutely wear heels if you want! I've used them, and they work great.
If your heel is slipping that is a sign that they don't fit you well. You can try a heel pad but that may or may not help.
I have the same problem with a pair of Timberland boots and a pair of Makia. After using a lot of plasters, I decided to try these silicon cups on Amazon. Honestly this is a life changer, I can now wear my boots without any pain and it’s cheaper than buying plasters. I can’t remember which one I exactly bought since there are so many on Amazon. It’s also a known thing in the Dr Marten’s community.

Yes, exactly the same spot. Luckily I detected the issue on a long run before race day. I put the blister pads on the first time for race day, they have stayed on since then with no issues. I too was a little concerned since I put it halfway on the sole and halfway on the side (upper material) to cover the trouble area. But it has stayed put ever since. Have worn them for 2 marathons and probably 4 long runs. No blisters or discomfort whatsoever. And plenty of sweaty wet shoes at the end of each run. You can tell when you put these pads in that they are very sticky and will probably not come off anytime soon, so be sure to get it right the first time.
Personally highly recommend these patches, whether for these or any future shoes.
Wedges are seeming like your only option due to the conditions. If you're wanting to wear regular pumps though you should get those see-through heel protectors, they're honestly a life saver.

+1 on the Gel Rockets. Comfortable, good grip and reasonably priced. I'd also recommend heel cups if you're fencing on an unforgiving surface.

I have always had this problem! It's particularly bad with sneakers. I wear mostly very soft/flexible ballet flats and I buy adhesive pads that stick to the top inside.
i had this issue too. I bought a pack of silicone gel heel protectors from Amazon. It's super simple- you just slide them over your socks and then put on your shoes. I'm super prone to blisters no matter how calloused my heels get, and these have saved me! They also add a bit of added heel support when walking.

Similar problem, only I'm getting blisters all the time. I think the right shoe sticking is too think in one area on the inside and causes problems. The boot already has some lateral cushioning but I can feel the stitch thru that.
