Those vents don't do a single thing. This will heat your dorm in less than 10 minutes.
And no, nobody cares if you're not allowed to have it. Just buy it.
I have similar temps in the winter in my basement. I do have a heater I use but a few years back I decided to only grow down there from September - November. And then I start back up end of March until June. Most of this time my dehumidifier heats my tent just fine and no need for extra heat except maybe over night when lights are off.
The reason I stop in mid winter is the cost of heat is too much for it to be worth it. The heater I use it oil filled so it heats the tent and doesn’t blow warm are on the plants directly. When growing seedlings I also use a heat mat.
I also got foam insulation boards from Home Depot and installed them under the bottom and sides with cold walls of the tent.
