I got one of these off Amazon:
https://www.amazon.com/gp/product/B00MTJWT68

Instead of using the legs, I drilled 2 holes to slot the rail in to. It holds very snug.
We use these. https://www.amazon.com/dp/B0070WGV9K/ref=cm_sw_r_cp_apa_glt_fabc_VC4FEFQHPCC13SZXJGQJ?_encoding=UTF8&psc=1
I've bought 3 and haven't had any problems with them. They work great and are really cheap considering.
We had a similar problem with my daughter in February. She’s almost 3 but still in a crib and she’s tall so a pack and play is extremely uncomfortable for her. We put her in a big girl bed on the trip. We hyped it up as a special part of getting to travel because she’s getting bigger. And we reminded her about it multiple times before the trip and on the way - by the time she got there she was super excited about the big bed. We were very clear she could not get down from the bed without our help. We used extra pillows to bulk up the foot and head of the bed, but if she’s on a pull out couch you may not need to do this. We bought these inflatable bumpers for the sides to keep her from rolling off. We had no trouble both with her falling asleep or staying in the bed.

She transitioned back to her crib without an issue at home. We’ve done this 3 times since February and each time she’s transitioned seamlessly from crib to bed to crib.
We plan to build one but waiting on the price of wood. Right now our 2 almost 3 year old just had the basic metal bed frame that we had on that bed before and it’s not been an issue. I did buy the pieces for under the sheets to keep her from falling out and they are worth every penny in my opinion. Great to cuddle into, she can’t roll over them (I can’t roll over them), easy for her to climb over and easy for us to climb over when we fall asleep in there. Also it’s a 2 pack so we have one on the wall side, she can’t kick the wall and so far no toys have gone over the edge.

We have traditional bunks in our camper but we use a bed bumper for our little one. It goes under the fitted sheet and keeps them from rolling out.

We did twin bed just because it's what would fit most comfortably in her bedroom that still left space for her other furniture/playing. She didn't seem comfortable and content with it though until I got her these kind of bumpers, and then it's like a switch flipped and she was completely ok and falling asleep normally
We used this one and I was very happy with it. Regalo Swing Down 54-Inch Extra Long Bed Rail Guard, with Reinforced Anchor Safety System https://www.amazon.com/dp/B005EHNL3M/ref=cm_sw_r_cp_api_glt_fabc_LNldGbXNYTB0G
You could consider a side bed with walls that attached to the side of a normal bed. Your kids could still stay close but not literally be on top of you and they might find it fun to have a little fort area. Then when they got used to that, start working on their own rooms. Something like https://www.amazon.com/hiccapop-Convertible-Toddler-Reinforced-Anchor/dp/B01NCUDQAJ/ref=zg_bs_166872011_5?_encoding=UTF8&psc=1&refRID=E9A84DSMBY4M3W3YFAEM You can put it next to your bed if there’s room and eventually move it to another room.
I bought this kind of netting which works for my balcony: https://www.amazon.com/dp/B01AER7J3O/ref=cm_sw_em_r_mt_dp_U_xwCgFbA3M42J3
I would also just make sure theres no way for it to jump on something like a table/chair and then onto the top of the balcony railing
>https://www.amazon.com/gp/product/B00MTJWT68
I also use these in our trailer for the bunks, I find them to be very sturdy just going under the bunk mattresses, and the safety strap/anchor it comes with, I slide it under the wooden slats on the bunks, the bottom anchor actually goes down into the under bed storage, the top bunk anchor just goes under the plywood base of the top bunk. It will be obvious when you receive it, but I find these to work perfectly.

Last season we had our 4-6 mo old in the bottom bunk with no stress, and we had our friends 2 year old on the top bunk, safe the whole time. We will be using the same set up this summer.
I moved my mattress to the floor-- it's not pretty but it works? And they do make these mesh bed rail thingies you could try to attach to the sides. Like this: https://www.amazon.com/Dream-Me-Mesh-Security-Rail/dp/B00MTJWT68/ref=sr_1_6?crid=7XSMENBGJYGR&keywords=bed+rails+mesh&qid=1669822447&sprefix=bed+rails+mesh%2Caps%2C73&sr=8-6

I'm here cause my kid is 6 months and does EXACTLY what you describe and I am feeling the same way. Solidarity.
We actually used a long pillow instead of a rail. Something like this (we have a different brand that's no longer available):
https://www.amazon.com/Milliard-Non-Slip-Hypoallergenic-Resistant-Washable/dp/B07B3VZQNG/
For the tossing and turning, can you get a half rail to put on the bed? That way it provides a barrier so she doesn't fall off, but there's still a gap for her to climb down if she wants. Kind of like: https://www.amazon.com/Dream-Me-Mesh-Security-Rail/dp/B00MTJWT68/ref=asc_df_B00MTJWT68
As for the sleeping on the floor, sometimes toddlers just want to do that. My toddler wanted to sleep by her closet for a few days and then went back to her bed. I think it's just a new experience to have that kind of freedom
Any AirBnBs in the area you’re looking at? We’ve seen a few on different vacations that have an actual crib in one of the rooms, or even just multiple of those toddler bed rails that use a strap under the mattress to stay taught: Regalo Swing Down Bed Rail Guard, with Reinforced Anchor Safety System https://www.amazon.com/dp/B0070WGV9K/ref=cm_sw_r_cp_api_i_4SZM4ETYR5ME55R83D8F
I use this one: [2-Pack] hiccapop Inflatable Bed Rail for Toddlers | Travel Bed Rail, Blow-up Bed Bumper for King, Queen, Full, with Non-Slip Machine-Washable Cover | Portable Bed Rail for Hotel, Grandma's, Vacation https://www.amazon.com/dp/B07GXX11ZV/ref=cm_sw_r_cp_api_i_A29ESR801P0TSKYK2M34
I got this one. I love that it folds down. My daughter is only five months and not rolling over yet, but it makes me feel better having it there just in case, since she sleeps on my side.
Has anyone tried putting bed rails on?
Or do they just hop over it?

We used the pnp for my daughter up until she was 32 months old and she's a big girl... we definitely used it past the weight & height limit, because we figured it would be safer than putting her in a bed she could fall/climb out of. But once she hit maybe 37 lbs, we bought these: https://www.amazon.com/hiccapop-Inflatable-Toddlers-Water-Resistant-Removable/dp/B07GXX11ZV?th=1 and they have worked great. She can climb over them, but we bring our monitor with us when we travel and just keep an eye on her til she falls asleep.

We just got something like that. It wasn’t the prettiest option but it wasn’t terrible. Also the electronics still work like the tv remote and such.
Amazon, I got this one: Toddler Bed Rail Guard for Kids... https://www.amazon.com/dp/B01E8JP3TG?ref=ppx_pop_mob_ap_share
I would say it's not safe for a small baby to roll into as there's a bit of a gap between it and the bedframe, but I put a pillow against it to cover the gap.
If you've recently moved your toddler to a "big bed" from a crib, they're probably not used to the open feeling. My kiddo fell out of bed a few times. We got a toddler rail like I've linked below. I swear I didn't spend even $20 on it tho, and it made all the difference.
Dream On Me, Mesh Security Rail, White 15 Inch https://www.amazon.com/dp/B00MTJWT68/ref=cm_sw_r_apan_glt_fabc_CRPECPPWTSMHEF9X6DHW
We bought a very simple wood iKea bed frame (and mattress) and cut down the legs, which was fairly easy and much more affordable than some of the branded floor bed frames. We have a foam bumper that goes under the mattress (amazon - set of 2) and like it a lot, very effective and not as bulky or annoying to get around as railings.
We actually were GIVEN ours when we had our baby. I had no idea they existed either. I went on to loan mine out to several families and they kept returning it after they were done using it for a year or so each. I finally got a family to take it and keep it, lol.
I've also heard of families putting a pool noodle under the fitted sheet as it creates a barrier, but I think that's more for the newborn stage.

The cats are likely way less worried about being out there than you are about them.
If it’s really a concern, weave some baby netting through the railing to prevent easy access.
My son is also VERY active and started climbing out of his crib around the same time. We took off the front panel and added a bed rail similar to this one that has worked well. He gets out of bed a couple of times before falling asleep at night, but stays in all night after falling asleep and then gets out safely in the morning to come wake us up. A toddler bed is also a good option but we just figured we’d try a less expensive option first. It’s better than worrying about a broken arm or leg from a crib fall. I know it’s challenging to deal with a busy little bub... good luck!
Ours is this one, extra long, though currently installed on a crib and not a twin bed. https://www.amazon.com/Regalo-54-Inch-Reinforced-Anchor-Safety/dp/B005EHNL3M/ref=sr_1_2?dchild=1&keywords=regalo+rail&qid=1609176220&sr=8-2

I bought one off Amazon that works wonderfully.
hiccapop Convertible Crib Toddler Bed Rail Guard with Reinforced Anchor Safety https://smile.amazon.com/dp/B01NCUDQAJ/
Note with this one, you do need to make sure it works with your crib, or are comfortable with slight DIY modification. There are others, too, though. Buy with confidence. Plenty of aftermarket options.
This is the one i got. It literally just arrived and i haven't installed it yet, so not sure if it's good... The reviews look good, though. It was easy to assemble (short of putting it on the crib, i put everything else together today), and seems pretty sturdy.

Edit: my first kid is now 13 so the one i bought for him is long gone
