There are options that have different names for the same function though. Men's compression shirt, it's a manly sports bra option. Some are even made specifically for moobs
I wear People's Socks. They're $35 on Amazon now but they're frequently are lower than that. Even so $35 means a little over $8 a pair and that's a steal for these socks honestly. I work as a trail worker in a National Park and hike anywhere from 5-15 miles a day ever summer for the past 4 years and some of my earliest pairs of these socks are STILL going strong. They're comfy, they breath and they're durable. I like them way better than Darn Tuff and they're way cheaper. I think I even found out about then on this sub so there's that too!

They make compression vests for such conditions. Those don't look very useful for men who are into crossdressing.
To be fair, it doesn't look that big to me due to my frame (thanks to being 6 ft tall lol) . It measures 38D only because of my weird ribcage - my underbust is 37 inches and my bust at the widest is slightly over 42 inches. I tried just wearing a thick tank top but my nipples are so pointy that anyone can see them through three-four layers of clothing. When he is training in a short sleeve shirt, my son will just slip on some compression sleeves like these. That way he gets protection but it is cooler than an undershirt.
I don't think covering up tattoos is necessary (unless he's worried about the tats themselves), but if he insists on doing something I've been using UV Sun Sleeves and have been very happy with them. Based on the tan-lines I've been getting at my wrist the sun protection works and if there is any sort of breeze the "cooling" really does feel nice.
Check out Baleaf on amazon, they meet most of your requirements I think. I have many pairs and really like them. Both the liner and no liner options are good. These cost right around 20-25 so its also a good deal.

They are very stretchy and comfortable!
I buy these and cut them at the waist so they are more like half binders. They are ALL mesh and very breathable, yet effective. It's kind of like a binder with just the binding layer and no additional liner. I personally prefer this.
Caveat: I have a very small chest, so I don't know how effective this would be for someone with a larger chest.

Most of the ones marketed as thigh highs are not (unless you are in middle school). Like, they are at best, "over knee" even for (cis) adult women.

This compression vest made it possible for me to wear a t shirt in the summer. It will take a bit to get used to, but it is a small price to pay to be able to step outside in the summer without wearing heavy clothing.
Thanks, well if you gained fat elsewhere then it's possible the extra chest fat is just regular fat and can be burned back off. You'll still have the lump and whatever fat you had previously though.
I bought an actual gynecomastia vest, I think it was this one. I would also typically wear a thin undershirt underneath the compression shirt because it'd get really sticky/sweaty if I didn't. Found it far more comfortable that way. These shirts from Uniqlo are the ones I used.
If surgery isn't an option, I highly recommend a compression vest like this, a thin shirt to wear underneath it (I found if I wore the compression vest as the base layer, it would get way too sticky and sweaty throughout the day), like this and then a dark-coloured polo (with at least three buttons, and one size larger than usual) over top. Tuck it into your shorts/jeans for a cleaner look.
The vest helps keeps everything tight, the undershirt helps keep you comfortable, and the polo has buttons which sort of "levels" out your chest (instead of having that deeper gap in the middle).
I did this for about three years before getting surgery (just last week). While it's slightly uncomfortable to wear every day, I found myself to be much more comfortable in my own skin and had much less anxiety throughout the day.
I highly recommend saving up for these items if surgery is too expensive. Losing weight/gaining muscle might also help a bit.

I would recommend something like these sleeves on Amazon. These are used by cyclist to protect their arms from the sun and they are great because you can just take them off once you’re done using them and you don’t have to carry around an entire shirt. They are also very cool in and are good in hot locations supposedly.

Here's what I did, it's changed my life for the better over the last couple of years.
Step 1: Buy a compression vest specifically for gynecomastia. This is the one that I bought. If you can, maybe don't order from Amazon. I'm in Canada and was kind of forced to, but I think you can order that in the States directly from the manufacturer.
Step 2: Buy a thin t-shirt to wear underneath this. I wore just the compression vest as the primary layer after my skin for a while, but it would get so sweaty and sticky in the summer, it was incredibly uncomfortable. This is the t-shirt I bought.
Step 3: Wear polo shirts or henley shirts on top of these two layers, something with buttons down the middle. I find this kind of offsets the gap you get with gyno and makes it far less obvious. Darker-coloured polos or something with a pattern is good. Graphics tees as well, I guess. Even in the summer, I find with that Uniqlo shirt and vest it doesn't get unbearably hot (and where I live, it gets very hot and humid).
I've had gyno for around 8 years and I only started doing this about 2 years ago, and I feel so much better when going out in public. You can definitely see the lines from the compression vest through my shirt, but it just looks like I'm wearing a wife-beater underneath (as long as I wear something over-top of it that isn't thin).
I will typically buy oversized shirts that I can tuck in, so there's no chance of seeing the compression vest underneath (this is why polo shirts are a good option as they look much better tucked in than say a t-shirt will).
I'm finally getting surgery in a few months, but this strategy has served me quite well.
