Get a belt. Stick it in your belt.
The ones with the D-ring shackles work well. Buy it a few sizes bigger to account for your padded jacket. You can always tuck in the end if it's too long.

If he has to dress up, just a simple leather belt that matches his shoes is fine. For jeans, just him a D-Ring canvas belt. They're tough as nails and go well with jeans or khaki shorts, and best of all they're super cheap if he loses it. For leather belt, buy once, cry once. Don't go too cheap. Leather belts that are at least two layers of good leather leather (e.g., Zach's gun belt) or the kind with cheaper leather but with kydex in between is your bet (e.g., Aker conceal carry belt).
Not leather, but I've had this nylon webbing belt for about 2 years now. Holds up great, super adjustable, and looks good on and off duty.
Military-style belt. They are cheap and you can set them to whatever makes you comfortable. I will never pay for an expensive belt again. Best $5 I have spent [ebay is cheaper].

Also, why would I want a) to have to roll my whole uniform down to take a shit b) Not be able to take my top off and c) not be able to wear a combat shirt? I don't want a tactical onesie.
So I just took a look in the laundry pile and they're Wrangler relaxed fit. I get 'em at the mart of Walls. I will say, grain of salt on me not ripping them. Obviously everyone wears their clothes a little different, but I do have to kneel and bend and walk a lot for work and my hobbies, and so far I like them. But for the price, they're worth a try, at least in my humble opinion. I also like them for a little bit larger belt loop because I buy the fairwin tactical belt and it's wider than most of the chintzy "leather" belts that most stores sell. Those ones I get on amazon. I'll sauce that one here. (If you buy one, feed it "backwards" as in from the right around to the left, I've found that it's easier to feed in belt loops that are a bit tight for the width of the belt.)
I actually got an adjustable belt while I was losing weight so I didn't need to keep buying new ones. Still use it to this day. Though I get if it wouldn't work for you if you need something nicer looking for work.
Oh, I could’ve worded that better. Not getting hit with the metal ring, that’s just the type of belt I’m referring to (unless I’m thinking of something else). This was what I had in mind, sorry for the confusion. Which, of course it looks flimsy and not like the one I’ve got, but doubled over...?

This is against my left calf when I'm in the chair. On the left in the picture the bunch of black is the connector/disconnector bit for my footplates.
Only thing I added was the chain from a keychain you can see. Everything else came with the tactical belt kit.
I can fit my phone, my chunky purse, bus pass. And my daily med sorter in it.

Check out Arcade belts. They are made with elastic so they strech a bit which makes them nice for when you are active. Also the buckles are really low profile so they arent as annoying under a backpack hipbelt buckle. I love mine.

It's a bit late, but if you haven't found a belt already, a D-Ring belt is the type you'll probably be looking for. I used one for my Okabe cosplay about 4-5 years back and it worked perfectly. I found one on amazon that's the style you'd be wanting to use

I made my own version of this with an old ratchet strap. I'm going to redo it once I have the time, with a newer strap and the buckle from this (literally the same belt alyx studios make). It's one of those things that's really easy to diy though, and you can add your own personal touch to it!
This is what I have in brown. Been using it for about 9 months. A little bit of wear by the belt buckle holes, but it's held up great for the price.

yeah, that's honestly the best route to go. hmm, you know i've never heard of someone buying belts from a guitar supply store, seems interesting. i, myself just use these types of belts i find them far more comfortable than the conventional hoop belt.
Hmm... how dressy does a dress belt have to be? I got a webbing belt in a nice, understated black (both canvas and buckle) that I, personally, would feel comfortable wearing to most formal occasions, but I don't know about you.
As for shoes, I'm not sure. Would you be able to pass as formal with a pair of black espadrilles?
I know you say you're too cheap to buy a new belt, but I'm wondering if you might have a store near you that sells adjustable cloth belts.
I live near a store (GenX) and they sell those types of belt. 1 dollar for the belt itself, and 3 dollars for the buckle. like this
just a thought. other than that, probably just punching a new hole. My dad has had to do that, he usually used a leather grommet punch.
I've been debating buying one of these myself, honestly the only thing that has held me back is I am an Amazon/prime guy myself.
