I bought a "Carhart" beanie from one of their prefered vendors that said it was authentic and in-stock only to be immediately notified after purchase it was out of stock and I would get it in a few weeks. So I tried canceling the order, but the vendor kept dogging and Amazon was no help. 3 weeks later it shows it in an envelope from China and ends up up being a thin, teeny piece of fabric with a cheap crooked patch. So I file a claim saying the vendor sold me fake product and I want a full return. I get no reply and resubmit. The vendor gets defensive and says I'm harassing him when I call him a fraud. I reach out again to Amazon but get no response.
Frustrated, I message Carhart on Facebook and tell them that Amazon is profiting off the sale of fake merch and wont do anything about it. I get a response in a few minutes and they're sending me a real beanie at no charge with a prepaid envelope for me to send them the fake item and all packaging. It's sad how quick Carhart helps me when I never gave them any money while Amazon and Freddy Fraudster in China can't be bothered.

I am (was? it's been almost gone since I lost so much weight) asthmatic and cold air has always been one of my triggers. When we got hit with the first windchill under freezing I bought us balaclava masks ($15 or so at Amazon, https://www.amazon.com/gp/product/B00S0YA5GM/) and they helped immensely, they keep my head and neck very warm and they breathe really well. Plus they can be worn with or without covering the mouth and nose.
I also started experimenting with the clothing. I got thermal pants, these have been great in sub zero with just a windbreaker pant worn over. For the top I stopped wearing my parka and switched to wearing two pairs of long sleeve stay dry shirts over one short sleeve shirt of the same material. I am now even running wearing these, just this morning I was more concerned about the ice patches than I was about being able to breathe when it was so damn cold.
I found it on Amazon. The price right now is WAY lower than what I got it for. I got robbed. It's going for about $20 right now, I bought it for about $80. I live in Canada, and the link I gave doesn't ship to Canada. I think THAT's the reason it cost me $80 to ship to Canada from some other person where as the States gets it for $20. But anything that protects your face from the cold would work. Harder to breath wearing it and your breath gets it a little damp from the heat, but it is better than nothing.
riding around 0°C (sometimes with rain) in NE Pennsylvania I just wear 3/4 or full length bibs (usually marketed as those autumn/spring type), a sleeveless summer baselayer and again one of those autumn/spring jerseys.
If I wear a jacket, after cycling for a couple of minutes I get so warm I start sweating buckets so I now I just cycle without a jacket. It's only cold at the very start but once I get to the main road and build up a bit of speed, my body stays warm.
Then I also just have a regular thin general purpose neck tube / scarf type things to cover my nose and ears from direct wind. If it's really cold or windy then I'll get out this balaclava instead.
The only thing I've yet to find are good enough gloves. They either do nothing (wind cuts right through it) or are so disgustingly hot—nothing in between so far that I've found.

I generally find it's the wind that makes things feel really cool. So windproof layers pay in gold. No brand scuba gloves, 5mm or greater in neoprene. You can get e.g. zcco ones on Amazon for about 18usd. For head, a windproof balaclava such as the below, with beanie of choice over the top, maybe a hoodie over top of that.

My favorite has been the Mission Multi-Cool/Endura-Cool gaiter.
It's long enough to fully cover your neck, as well as going between your head and the helmet padding.
Material is thin enough to pass a lot of air. Yet, also prevents sunburn. I don't have to wear sunscreen on my neck, even on long summer rides. No sunburn, no jacket collar getting nasty from rubbed-off sunscreen.
You will still want to wash the helmet padding once or even twice per summer, but the gaiter does help a lot.
For Alaska: either a trapper’s hat or, more typically and affordably, a Carhart watch cap / beanie
I have 7 of these, I wear them everytime I ride. Thin enough to fit under the helmet, never have to worry about bunching.

I use this Mask I ordered on Amazon. Light enough for hat it doesn’t restrict, but stout enough to block the cold.
A balaclava can (to some degree) protect you if you have to use someone else's helmet.
There's a cheap one on Amazon that I use for riding in cool weather. Fogs up the visor like nothing else every time I breathe during a rain, but that can be dealt with.

2) Ice water foot bath
You don’t realize until you do it how much cooling down your feet will make your whole body feel better.
Invest in and use something like this, take some OTC meds like Aleve, Advil, or Tylenol, maybe apply cold pack to back of your neck traveling to MEPS, and wear loose fitting clothes ... do whatever to improvise, adapt, and overcome your natural higher body temperature to cool down just enough get in the door.
My family all used neck-gaiters. Their really breathable. The ones with elastic are super easy to keep on your face.
