A little about the picture and Norte:
I did this photoshoot exactly one year ago for my book "Tijuana Adventure: Confessions of a Tour Guide." The model is "Amay" and you can buy her prints through her Instagram (here). It happened in Norte Brewing Co who is going strong on five years now. The place where the brewery is, used to be a strip club that I never visited but I have heard wild stories about. You can still see where the poles used to be on the ceiling of the place. Supposedly, where the windows are, was the lapdance space and the view was covered (someone can correct me if I'm wrong).

Except I'm not doing tours right now because of the pandemic and a group of 10 is too big.
And since I can't do tours... I recommend you read this book for ideas of what Tijuana can be like.
There are a lot of meetups for that and there were a lot of posts on this sub about it (sex talk is banned because it's annoying as fuck to get posts every day of "who wants to go to HK with me?").
I'm not sure what sub they use for strip club meetups. I know they started using telegram. And I know there are a few outside Reddit.
I used to do the strip club tours. I will still do to the right person (group) and the right price. I've done more than 25 bachelor parties and I can't anymore unless $$$$. You can read about all the craziness, here.

I would have to know the tourist a bit more... If they don't like beer, then my first choice would be the wrong choice.
But Norte Brewery at sunset is my go to. Hidden brewery on a 5th floor of a parking lot with great views of the city.

That's a question with a long answer. Where do you want to live, rent or buy a house, are you bringing in a car, etc.
Once you decide where you are going to live it's actually quite easy. You can obtain a temporary resident permit at your local consulate (you must apply from outside Mexico and there are income requirements)) and then complete the process once in Mexico. There are many rules around car importation etc that is required reading. I highly recommend this book. Move to Mexico Bible We worked with the author when moving to San Miguel De Allende and she has developed a wealth of knowledge and contacts related to relocating to Mexico.
There are also a number of Facebook groups dedicated to living in and moving to Mexico. They are worth following and asking questions specific to your situation.

A lot of the Mexican Americans in the USA came here to escape poverty, violence etc. or are the children of immigrants who did such. Or gringos who have never been and only believe what Fox news tells them. Theres definitely a lot of violence in certain areas of the country, and gang-related violence, but for the most part Mexico City is as safe as any other large city for a tourist. I'm a gringo whose been down there multiple times last year and had an amazing time. It's an amazing city and easy to get to from the Southwest USA. Check out Teotihuacan (half-day trip), La Condesa/Roma, Casa Azul, Diego Rivera Murales, loads more.
