That seems like the edge of the bill. There are multiple layers of them just like the bills. If it was an envelope there would only be one layer. Plus if it was really accidentally shredded there would be whole strips of dollars, not 1 inch strips.

However, if they just photographed an actual 10-dollar bill and slapped that unedited photography on the cover of a religious tract the size and shape of a 10-dollar bill, that's likely illegal.
