while true that they are impacted rated for your bike, a cycling helmet compromises the protection of a full face helmet in favor of lightness and aerodynamics
you don't care about that on an e-bike, you care about not smashing your chin and teeth on the ground
Bell Servo is $60, it looks bulky but you get used to it quickly, dress for the crash not the ride

Unfortunately I have to remove this, but since I was in a similar position earlier this year with my RPHA-11, Ill give you the answer:
It's a bit pricey, and it's not the prettiest thing in the world, but it's probably the most solid mount you can buy for a chin setup.
The problem with used helmets is that the foam can become compressed without obvious visible damage to the shell, and once the foam is compressed it won't protect you in a crash. At my motorcycle safety class they said that they replace any helmet that has been dropped and suggested we do the same. It's just not worth risking your life over.
You can get a good quality fullface motorcycle helmet for ~$100. Mileage is more than the tire, it's how you ride. The cupping on the front might be the result of hard braking. 5000 miles isn't terrible, I've gotten 2000 or less. That mileage seems OK if you like the tires. Those short knobs make for a good 50/50 tire.
As far as the noise, wear ear plugs or look to get additional cheek padding or similar for your helmet that might help with the unavoidable noise. Helmets have a lot to do with how noise is transmitted.

I don't know your criteria for "looking like a nerd", but you did mention you had a fear of being robbed, and as someone that shares that concern (I live in Oakland) I prioritize looking as inconspicuous as possible, and the generic look of this helmet pairs well with my Apollo Phantom (I've had several people ask me if it's a rental scooter). In my view, flashy LED lights such as those found on Dualtrons (or even just the Apollo Ghost for that matter) are much more likely to attract unwanted attention. I don't turn any heads, and that's the way I want it.
Most noise is from wind, you can try using a "motorcycle helmet wind blocker"
You can try a WindJammer (https://www.amazon.com/gp/product/B003FHLNVK). It works if the source of the noise is the neck opening. I've used one for the past year or two and it works OK - it definitely sticks well enough although it makes it bit more difficult to get the helmet on.

I'm trying to figure out what is the better option between the two options I'm evaluating. Any and all advice is welcome.
I currently use a cheap HJC helmet I got for $120 on sale some years ago. It does the job. Not the most comfortable, and it is horrendously loud. I wear earplugs. I always have. I've only ever owned super cheap helmets in all my rider years (20+ now). The noise and comfort issues didn't bother me. As I get older... it's bothering me. More than I would like to admit. Even going 40 MPH is feeling terrible. I've been doing research and I've come across two possible solutions:
1. Get a better, quieter helmet such as a Schuberth C4, Shoei GT AIR II, or a HJC RPHA 70 Carbon. All of these are well north of $500 and I have never spent anywhere close to that on a helmet. I would still use earplugs. That said, everything my buddies have told me, and from reading online, these helmets make a huge difference in rider comfort and especially noise.

- This would likely be cheaper as I can get noise canceling earbuds for under $200 and the helmet skirt is $30. One additional benefit of this route is I would get music and turn-by-turn directions this route. One HUGE negative is that I live in Los Angeles. It gets VERY hot here and I commute on my bike 2-3 times a week. That helmet skirt will make it uncomfortable on my commuting days.
What would you folks do? Is there any other option? Again, any and all advice is appreciated.

Yes, its a problem with Naked bikes generally, however some helmets are designed specifically for that style of riding and cut down on neck strain significantly. I've got a Shoei NXR and the difference is night and day to what I had before. Also if you've got a gopro or bluetooth module hanging off your helmet take it off. Its amazing how much extra turbulence / resistance they generate at motorway speeds.

I was thinking of this yes I know it is cheap but it is all I can afford and will protect me once it gets cold I already have gloves and was thinking about one of these I will just wear normal blue jeans as my pants. As of maintenance I already have tools I will probably end up taking it to my local bike repair place and have them take a look at it to I will know what is wrong with the motorcycle and what needs to be changed
Sounds great for gear but I gotta recommend a full face helmet, when falling from euc there's a solid chance you smack your jaw. I'm a budget guy so I always recommend either the Bell Servo BMX helmet (https://www.amazon.com/gp/product/B00FQT4U9C) for $59.99 or getting a cheap ECE 22.05 motorcycle helmet (https://www.revzilla.com/ece-2205-motorcycle-helmets) (sort price low to high). I can recommend this helmet if you’re looking for something alittle cheaper. Helmet has saved my face for sure and as you were saying it’s hot, this helmet provides some mesh vents to allow good air flow.

I use Sena R1 Bluetooth bike helmet. I use the intercom when riding with my wife so we can talk and let the one behind know when to stop or where to go. On solo rides I listen to music and answer any call I get. All this maintaining my ears unobstructed so I am aware of what is happening around me.

I use this one for close to three years, works great for me. Just make sure you center the lens of the GoPro and not the GoPro itself when you stick it on there.

If you regularly ride with someone, a Sena R1 helmet is great for communicating. It also connects to your phone via bluetooth.

I think your biggest issue will be getting the microphone signal into a camera or audio recorder. The Cardo unit has a 3.5mm out for the speakers, but the microphone audio does not go out of your own unit. You'd need to have 2 units with one going into an audio recorder or the camera. Get a lavelier microphone and mount it inside your helmet where a comm microphone would go. A lot of them have wind guards included. To cut down noise more, get a helmet gaiter
