1) Run a humidifier in the room you spend the most time in and your bedroom when you sleep. Seriously, this is a fucking lifesaver in the cold. Cold air dries out the air which triggers asthma. Humidified cold air will not affect you at all.
2) Take OTC antihistamines every day (claritin, zyrtec, allegra, whatever works for you). Also helps stop your lungs from releasing histamines in response to the dry air when you can't be in a humidified room.
If you take antihistamines just make sure they don't conflict with whatever meds you're already taking for your cold. Another thing about humidifiers, humidity of over 55% can increase the growth of mold in your room. If you're running a humidifier it's worth it to invest in a cheap humidity monitor for your room. Much like the Inkbird that another poster recommended, I use the SensorPush tempurature and humidity probes to monitor our crawlspace, greenhouse, and chicken incubators. They connect to your phone and have a really long memory so even if you only walk by the sensor occasionally you'll still get the history of what the trends have been. The listing says they store 20 days of data but it seems like much more to me, we have one that I never seem to be near but it always is able to catch up months worth of data.
They require no other devices, hubs, etc - just a phone - but there is an optional hub that you can get if you want to keep track of multiple of them without having your phone nearby.

basking light isnt required and thermostat for heating pad is 100% required you will burn your snake without one. thermostat also shows you temps and accuirite makes hydrometer and thermometer . and 2 hides is required one on hot other on the cool side.
just to be clear a basking light will kill your humidity so it can actually be bad but depends on where you live also
Just FYI, energy wise this will be equivalent of turning the thermostat down a few degrees to meet the required temperature upstairs. You can accomplish the same thing by getting a cheap thermometer and finding out what set temperature you need downstairs to reach the desired temperature upstairs.

If you want the best answer here it is. Purchase an inkbird from amazon (40$ IIRC). You set up the humidity range you want and it has a plug for both your humidifier and your dehumidifier. It allows you to set whatever humidity range you want. When the humidity goes outside of your given range it will kick in either your humidifier or dehumidifier.
It is also one of the only ways you can get perfect drying conditions as well. Definitely top 2 things I have purchased for my grow setup.
During drying I'll just set it to like 50 with a 3 point range. That means whenever it goes past 53 it will turn on the dehumidifier and below 47 it will turn on the humidifier.

I would invest in a new hygrometer. From what I've heard those analog ones aren't great.
I use a Govee hygrometer that has bluetooth connectivity. So I can monitor the temp/rh through the app without needing ever needing to open up the humidor. The one in my link comes in 2-pack and the slightly less fancy version is only a dollar less (depends on coupon savings).
The app is really useful because you can see high, low and average temp/rh; over the past hour, day, week, month and year.
These seem much more sensitive than others. I also found this one:

The Govee didn’t line up well with any other hygrometers that I had. Between the ink bird humidity ink bird temperature controllers. As well as 3 other hygrometers. I kept getting -3 to -5. Differences on it. The calibration doesn’t seem to hold well.
Other than that I think it is a great budget choice.
I just have the $50 one , I don't think they had the other ones when I got mine a year ago but I found this chart that explains the sensors' differences!
Hmmm..if you plan on just leaving the sensors in a tent and syncing once you're in range then you won't need a gateway! The gateway is just meant to "give wi-fi" to the sensors and let you see the data while your phone's not in bluetooth range of the sensors. And if you don't have the sensors within wi-fi range of the gateway then there's no point of having a gateway! The $50 sensors hold data for 20 days according to that chart so if you don't plan to constantly monitor the data then you can just get sensors 🤙🏽
No, I completely understand wanting to monitor humidity and that is the perfect thing to do-I would just recommend a digital one. You can find them pretty cheap on Amazon. I use these. Bonus is you can monitor ambients too. Haha.

My only regret is it’s one sided so the other side is sort of a see through pale mirror image of the printed side. You can probably find a two-sided flag if you look hard enough.
If the rest of the house is fine then you are either not getting sufficient air flow through the whole basement or you have a serious moisture intrusion problem.

put them around and see if you can localize where the humidity is. I'm guessing that you're not getting enough airflow into the high humidity spaces.

People use them but they’re just not all that accurate. Some folks buy multiples and just keep track of how much each is off, pretend like they’re accurate and then post “why does my stuff smell like hay?”, or spend more money getting enough that read the same.
These are like 10 bucks each, accurate, small enough to go into jars, and the WiFi is super nice. Let’s say you have 10 cure jars- you can monitor them on WiFi instead of having to go and look at each jar individually. Maybe you don’t like to cure above 65%. Well, you can set a notification to alert you if a jar gets above and below your set parameters of temp and humidity. Accurate hygrometers also help throughout the grow in keeping the correct VPD. Some folks might balk at the price if needing a lot, but I’d personally rather pay a little more for the accuracy, convenience, and better quality harvests.

I use these Govee BT sensors and this BT dongle . I like them because they have a display and are pretty cheap. You will need to use the HACS integration.

You might check the humidity in your hedgehogs room. If it's too dry, this can cause skin irritation and dryness. If that's the case, buy a small humidifier.
