Get a motion activated sprinkler.
Using one of these, I was able to successfully train the neighbor's cat to stop crapping in our sand box.
It also works on the kids... which is a lot of fun to watch.
A motion activated sprinkler is fully independent of any irrigation system you have now. Set one or more of them up where needed and run water to them. Most of them are battery or solar powered. They use an IR detector to detect movement. The water is only sprayed when the sprinkler detects an animal. The response time is immediate. Water usage is also minimal.

yup moved into a house, had an ally cat pooping in my garden and yard. (cat was already fixed, but feral), I put up a deterrent - battery operated motion detection sprinkler. Worked like a charm, cat stopped pooping in my garden. Not this exact one, but this is like the one i used

Neither does mine but I started to find seeds under my hood and installed one of these. Haven't seen any seeds since but will have to wait until the fall to see if it actually works. My father also had an issue with insects and had to use insecticide on the cord.
Some of my neighbours have a little sound thing sticking out of the ground in their garden. I'm unsure of what they're called but it makes a low frequency sound that deters dogs and cats. If you have a dog it probably won't be the best idea but still worth checking out.

Not that brand, I don't remember which one I bought. But same idea, and it's a hoot.
Might be nice to put up a sign warning any delivery person, if you're fixing to put it in the front yard.
Forget the bug spray, get them this. Silent, scentless, extremely effective in most situations. Toxic to kitty cats, so warn them about that.

Seems like it works as I haven't had any incidents since I got it though I can't say for sure it's not just coincidental.
They all work well. Mine are the old non-battery ones that run off of the gas cylinder to heat the replenent. I have three that I usually set up in a triangle pattern around camp or a picnic table. But I've heard others working just as well. Just remember, they're not bug zappers, they emit a scent repellent so they take a little bit to get the area saturated.
I read this somewhere and have no idea if it works. I just have it in my pack pocket the next time I have a deer problem...
The problem someone was having was deer jumping high fences to get at gardens. The fix they found was to run some fishing line about 4 feet back from the fence. The deer couldn't see it but could feel it when they bumped into it. So it would freak them out before they could get close enough to the fence to jump. Maybe you could run some fishing line in front of the plants to spook the deer before they can approach.

I just carry one of these portable Thermacells with me when I'm gonna be outside when the mosquitos are bad. It works great, as long as you let it heat up for 5 minutes or so before going out into the mosquito zone.

I bought one of these and it works pretty well in my back yard. (I don't live near a swamp or anything)
It's basically a small heating element that throws off a chemical repellant. The trick is that you need to let it sit and do its thing for 15 minutes or so before it really helps much. The refills aren't super-cheap (they last like 4-6 hours total I think), but if you need something small, cheap, portable, and not greasy, it's a decent option.
Will the landlord allow you to put up guards on the fence to catch anything thrown over before it hits the ground? It also makes the yard more secure against cats or larger dogs getting out so it might actually add value to the property.
I'm also a fan of motion activated sprinklers assuming you're not in an area where a jackass getting himself wet turns into a crime while his indiscriminate scattering of toxins might get called "free speech" or "evidence inconclusive".

Last summer/fall I had rats chew through wires in my engine 3 separate times. I have one of those motion-detector pest-sprinklers, which would be hilarious until the new section of fence is finished!
For the planter, bougainvillea is nice and thorny if you are in a hot area, otherwise blackberries and such are great.

My old neighbor had a wonderful veggie garden in front too. She set up a Critter Sprinkler to deal with the animal and human 'pests'. It was very effective and provided great entertainment!
I got a few of these bug repellant diffusers they work pretty well if you put like 3 all around your area.
Unfortunately however the only times I ever practice outside and get zero bites is if I also spray my clothes with something that includes deet (this is one of the strongest)
I don't either. This one is battery powered and it only does a quick burst when there's motion. I think it said 2 or 3 cups of water. Make sure your hose is tight and there are no leaks and you should be set. Have you considered one of those ultrasonic repellers that mount under your car hood? They seem to have good reviews on Amazon.
To be fair though, Olentangy Village is really tucked back into the woods, near a river, along one of the only strips of forest in the area....so to me, this kind of seems like living at the beach and complaining about sand. I know it's frustrating but I seriously doubt this is the property manager's first time at the rodeo. You'd likely be able to trap raccoons there for the rest of your life and still have them coming back. It might be better to look for another solution besides trapping them.
