While it's awesome to find one that's been around a while, you can get new ones for $20 or less. I'd been finding broken (squished) ones in the thrift shops and finally broke down and bought one for my drawing pencils. So satisfying!

As long as you're only sharpening regular pencils (and not colored pencils), this one lasted me like 5 years. Then someone decided they were going to sharpen 500 colored pencils and it went to shit. (That someone was not me.)
I am trying to find it. I don't see it on Amazon. It was X-Acto brand. They have others like it, but not mine. This one is similar, but definitely not it. A pro is that it is cheaper!
I'm an art teacher and I have two of these and love them. My students throw crappy color pencils in them and regular pencils for over three years and they are still kicking. Blue X-acto Sharpener All three of my sharpeners are X-actos, but I like this particular one more just because it has more space for shavings.
I have two of these. One for home and one for the office. They are small, cheap and create a nice sharp, deep point. Plus there's no mess!

On sharpeners, I find that a well made hand-held sharpener works best. It's very controllable, and does not eat up too much valuable pencil (as an electric model tends to do).
It's also important to know that it's best to rotate the sharpener, while holding the pencil in a firm, stationary position. This limits any tendency to apply leverage to the pencil, causing the tip to break. My favorite hand held is this Staedtler model, which is concentric. It's much easier to rotate around the pencil when the hole is in line with the center of the sharpener body.

I bought this one about six years ago. It was well worth the money. I had it break once because someone put a pencil that was too small in it. I just opened it up with a screwdriver and took it out. Never even had to use the warranty. Highly recommend. I still use it every day!

That said, I can answer the question for you. It's basically a pad of sandpaper, used in conjunction with a knife or razor to sharpen pencils and expose more of the lead to create more various markmaking surfaces. Like this one.

F or H lead hardness. 2mm clutch or lead holder preferred. Koh-i-nor metal heft over something else that is mostly plastic and light. At or Under $€£10. In wood, anything in F or H is usually great.
Staetler 502 mars pointer for 2mm leads. I have a pencil sharpener with two slots, one of which that does that. It's meant to sharpen in tandem with another. The first one does this, then you use it with the second and you get the sharpest point ever, like this one. The first hole is meant to get down to the graphite core, the second sharpens the graphite very precisely.

Yeah, unfortunately lead holders are kind of facing extinction now, so yeah, there's not much info out there. But basically all lead holders are supposed to work the same. Your feed lead up top, andif you need to remove it and it's not a lead advance holder, you just release the lead from the clutch and you can pull it out from the tip or the back. I think you're onto a great start!
In addition to counter conditioning the clippers, I'd also counter condition her paws being touched, then picked up, then actually handled. Once she's okay with that, I'd move to gently touching her nails with the back of a spoon, then gentle tapping with the spoon, then gently filing with some sandpaper (I used one of these) and then move to the clippers. I found with my pup that I was much more successful if instead of trying to clip the nail in one big "chunk" if I just very gently used it to scrape off a teeny bit at a time. It takes much longer, but he was much more comfortable with it, and it was also easier to prevent sharp jagged edges.
It might be months before you reach that point, so in the meantime you might try a scratch-board and train her to "dig" on it.
