Things to keep her cool. Its very humid and hot here. Its a sticky kind of heat too that makes you sweat and it feels like breathing soup. They make these cooling devices that go around your neck. I think that would be a nice thing to have as someone adjusts to the heat here.

It doesn't have the variable speed like OP requested, but it is SUPER quiet and gets the job done.
I have this from Amazon for $20. I hang it off the ol "oh shit" handle which is about 4 inches from my head when I sleep. The lowest setting goes all night and has worked to keep me cool enough to sleep so far. As it gets hotter, I may have to turn it up but we'll see. I put it on the charger first thing when I get up so it's definitely good to go each night.
Also, I use a small wash cloth, get it fairly wet, fold it up and put it on my forehead/neck. It's just room temp water but it still helps a lot.

You can always buy another desk fan, or check the humidity of the room. A drier room means that the tank can get cooler thanks to the gas exchange provided by the fan. I use this fan myself.
Using clip on fans is much more recommended than aquarium fans, as many aquarium fans break easily or aren't powerful enough. I use this one. Water bottles are only a temporary solution as they melt pretty fast. If you can put it underground or in a cool room this helps too, as well as keeping it away from windows.
Fans are gonna be a cheap option for cooling the water, as well as keeping them in a cool, dry room or underground. I've found this combo to be very effective and I live in a similar climate.
Perhaps try a different fan? I use this one. It works well but I also am in different conditions. You may need to invest in a chiller, though, if you've had these problems for so long. Trying multiple fans also seems like a good idea! I'm really glad you're trying to fix the problem if it matters.
I would not suggest getting a chiller unless you are willing to invest a lot of money, live in a perpetually hot area, or have a large tank you are trying to keep cool. Typically if you have a basement putting the tank in there works well, or just keep a room cool, and you can get a fan and put it on the side of the tank for significantly cheaper. Fans will bring the temp down a couple degrees.

I don’t have a net but yes, you’d want it below the netting basically pointing toward the base of the stalk right above the soil. I just got a basic 12” oscillating fan with three speeds that rotates and it’s enough for the bottom.

It was available in white/gray the other day but might be sold out. There are also cheaper ones that look like 2 fans connected to a neckstrap, but this one seemed much more compact and usable
This battery operated clip-on fan is wonderful. It cools multiple owners' 40 gallon tanks by 5-6˚F, but it also depends on the relative humidity where you live. It's definitely worth a shot though!
Note: needs some sort of extension cord because the cord it comes with is short

My wife suggested we bring our battery powered fan on a flight. I told her that's not really necessary, we have plenty of airflow once we're airborn. She said what about when we're preflighting and starting up? The rechargable fan is now in my checklist. I cannot express enough how much it helps on hot days pre/post engine running. We have a 3 month old and this works great. Put it on her all day and she will sleep anywhere. We live in Bozeman and do not have AC.

This fan has saved me! I definitely recommend it. I place it on my console and have it blow air towards the back. I only open the current about 2 inches.
I don’t have faire specific tips but I am a nanny who takes 3 under 3 outside to the park every single day regardless of heat!
I strongly suggest you buy a battery operated fan. For baby wearing, I absolutely love love love neck fans like this one - they look like headphones around your neck but it’s a fan! Especially if you’re going to have a cloth over baby’s head for sun protection, having that airflow right where baby is makes a world of difference.
For when baby is in the stroller, make sure you have a fan that clips onto the stroller! Do bring a charger with one of those battery recharger thingies (my brain is mush this week but you know what I mean) so you don’t run out of fan juice right at the hottest part of the day.
Make sure YOU stay hydrated and sunscreened!
And finally, consider bringing a spray bottle with water so you can spritz baby’s clothes with water if it gets really hot (and your own, hey, if it works it works!). Many babies don’t sweat very effectively, so they can be more vulnerable to heat than we are, so spritzing some water on them can give them the same benefit of evaporative cooling.

I will admit that I'm pretty new to this one myself but I specifically bought it for the dugout of the little league team that I coach when we were having 100F games in Colorado as a means of keeping the little guys a little cooler during some weekend doubleheaders. So in that context they worked great and it was in the open air (as opposed to a closed space of a van) and was pleased with them. I would go with 2 though.
I'm linking to specifically the brand and ones that I bought but I'm sure they are just some random China made direct import to Amazon so I have no doubt that others would work fine too. But in this case the price may be right.
For the future, I would suggest similar fans that use replaceable 18650 batteries. The 18650s will last longer per charge since the battery holds more power (anywhere from 2000mah to 3000mah in an 18650) versus the 10600 built-in non-replaceable battery in the one you linked.

The batteries (18650s) are used in vaping so pretty much any vape shop should have some. They can also be ordered online.
I also have a small solar panel (Anker 25(?) watts) which can charge things directly via USB. I use it to charge power banks which I then charge other things with.
This is a bit heavier so more car camping but so worth it on hot nights. 3 light levels with the lowest pretty low. The fan works all night on low speed and the light for a few hours. Charges back up in a couple hours with my Anker 3 panel solar
This one is solar and has red light also but I haven't tried it personally
