Hornets, wasps, yellow jackets... From what I understand / know, they're all territorial insects.

We still see a stray one here and there, but, it drastically reduced their presence in our yard.
If you don’t plan on living there much longer then don’t stress yourself about someone else’s problem. And you’re right, it’s silly for her to see a blatant problem and try to ignore it. The cost of repairing termite damage will be far more expensive than fumigation. Okay so I didn't see it posted yet but the best deterrent to birds crashing into your windows at every level is cut out owl pictures. If you want to be fancy and have the room, these statues would be excellent outdoors

But don't do like my elderly friend did, and crochet something colorful and owl shaped. That doesn't work.
In office buildings and houses just print out a full page sized owl in graphic detail and tape it up facing out. Animals not harming themselves and your property is more important than what your neighbor thinks about the fierce faced owl in your window

Couple of things to try
Put the bird feeders in a big open area away from bushes where cats can hide.
Placing a 12 inch or so tall net fence around the area of the feeder. This way when the cat charges the birds on the ground under the feeder the cat must jump the fence before getting to the birds.
The mat shouldn't bother the birds. You can also use pointy twigs, or dried blackberry vines under the feeder.

I used this bird repellant in some areas, and it worked. Unfortunately, you don't want this sticky stuff getting everywhere, so you still have to be careful about application.
What actually worked the best for me was finding where they slept at night and blasting them awake with cold garden hose water. I did it a couple times and they no longer roost above my bedroom window. :)
NTA. Talk to your neighbor and explain it’s a liability and you also don’t want to hear your dogs barking. If they continue to do it, you could get something like this spiky pet mat. You could put it on the swing, run a chain through it and put a lock on it. Ugly, but would probably do the trick.

I had a family of racoons move into my garden shed. I set this up and it chased them out within minutes. Kept it set up for about a week just to make sure. Never saw them again. This also works on birds, give it a try.
If you can't afford professionals to clean it out here's what you can try. You'll have to do this for all affected rooms, the whole house to be safe.
Check your outlets with a flashlight, they make nests there. When you find an infested one (looks dirty inside/full of something) tape it shut. All around. These guys are tiny so do your best to make the tape smooth. Tape any other cracks or holes where you've seen them. Check your mattress. This is the tough thing. Your mattress will have to be thrown out if its infested. If it's not at all, get a cover asap. Move your bed a good few inches from the wall. Everything else fabric too. Ortho Home Defense Bed Bug Spray is your friend. I checked, it's safe for pets. My dog was and is fine. So is my child who was a very tiny baby at the time. Amazon Link. Its 8 dollars, you might can find it elsewhere too. Spray this on bed posts, sofa/chair leg posts. Whatever they might crawl up. Spray it everywhere you've seen them. It will look greasy for a bit but I have had no staining problems. Stay vigilant. Spray when and where you see them. Dry clothes and bedding on HIGH heat when you do laundry.
Oh, we never left the lights off completely. Its rought but even a little light (fairy string lights) was useful I think.
Best advice I can give you. We moved into an apartment with bedbugs and haven't seen any in almost a year since doing this. We only had to fight it about a month. Hope it goes well for you/hope any of this was helpful. Good luck.
