Everyone in this thread worried about missing alerts, by yourself one of these radios, program it for county code 018105, weather radio channel 162.450, put some long-lasting batteries in there and keep it in earshot during bad weather.
These saved our bacon a couple of times growing up in Illinois, and you won't sleep through it, I guarantee.

I've owned a few different ones over the years. This is my second WR120 (the first one disappeared during a move). I talked to a meteorologist who recommended this one, too, so I felt good buying it again.
I like it because I can basically turn all the alerts off and only be alerted for the serious things I care about - like a tornado. Another radio I still have won't let you customize the alerts you received, so every 12 minutes it would go off for a flash flood warning. I never left it on because it was so annoying, which defeated the whole purpose. Now I know if the alarm goes off, shit is real right now.

It would be simpler to get a small radio for the RV side. I love this little booger. Also gets shortwave (strong signals at least).

None of our phones went off for a while after the storms started. This weather radio woke us up halfway across the house with closed doors. We were already sheltered in the basement by the time the phones/weather apps alerted us of the severe weather.

This is the NWR alert radio the City of SR gave out. Program to Sonoma County, frequency 162.475mhz. Loud af, seriously. Does not require internet or cellular and can alert on battery if power dies.
This doesn't cover your no battery requirement, but if you can find one at a reasonable price this is an awesome radio.
Requires 1AA battery and lasts forever, could probably grab a solar charger and some rechargeable batteries and that thing may outlive you.
I think I have this one. It might not be that exact model (not at home to confirm), but it is that same brand.
I'd suggest looking to see if NashSevereWX has a specific recommendation, but I think this is a brand they've mentioned in the past.
I tried with the At Bat app, but the significant lag was maddening. I went to PC Richards and picked up a portable Sony AM/FM tuner for $20, specifically to bring to solo Citi Field outings.

Oh man I remember hearing about that, that's just part of summer for me is listening on the radio sometimes. I have one of these in my garage for that very reason. I can't imagine having to listen to a TV play by play on the radio. If the MLB wants to drive subscriptions, get rid of the blackouts, give us listening options like radio and mic'd up feeds, etc and people will pay. They're doing their best to keep me an illegal streamer at this point.
I have Mint and received the alert. My wife is on Sprint (now TMo) and did not get anything.
All that being said, I highly recommend a weather radio. I know it’s 2021, but these things are rock solid on delivery of emergency weather alerts. ESPECIALLY since we live in Tornado Alley.
I have one of these in the center of my home and it’s fairly loud. In retrospect I would have unplugged it and brought it downstairs since it was pretty loud with everything else going on. This radio also runs on battery in case the power is cut.
I’m really not sure how many times in a year an alert is sent to my radio, but it’s usually important enough that we should be aware of it.

You don't need to buy multiple meters. That's silly. BUT, you'll need a real SWR meter. The built in ones are usually not great. Here's a link to a good unit that won't break the bank.

Not too expensive, good quality, and readily available I've got the older cousin of this one, my work gave them out for free one hurricane season. Midland makes excellent emergency radios.
You've gotten good advice in other comments, but I'd like to add two things:
1) Since you're new here, be sure you know where your home is located on a map such as this one. When you turn to weather information, they'll be talking and showing maps that are following the storms. Since tornadoes are isolated to small areas at a time, it really helps to know exactly where you are, especially on a map with the only labels/identifiers being the rivers, interstates, and county lines.
2) Consider purchasing a weather radio, such as this one. Sirens are designed to be heard outdoors, while weather radios are designed for indoor use, specifically to be loud enough to wake you up. I have an older model of the one I linked. It can be set up to only make noise on tornado warnings and not for any other alerts. Alternatively, if you live near a creek or something else that floods, it can also sound alerts for flash flood warnings.

I got this and you can set it up so that it only goes off for tornado warnings (you can make it go off for dozens of different kinds of weather, but that’s all I cared about). It went off for me last night (quite loud even inside my bedside drawer) even when my phone never gave any alert. (Technically we were 2 blocks outside the official warning area so that’s probably why it wasn’t on my phone but I’d rather be safe than sorry.)

You can (and probably should) get a weather radio with SAME alert (here is an example) and use that anyway, at least in your place of residence. I know it's old-school, but it works.

I think you can set the warnings for your county only AND set the type of warning to JUST tornado warnings, otherwise you're getting blasted any time the NWS does ANYTHING.
This is the emergency radio SR gave out to some regions of the city. It will alert without cellular or power. I bought one for home and the office.

What I like about it is it's the cheapest option I know of that lets you customize alerts so you can get th ones you want without stupid stuff waking you up in the middle of the night. And it's AC/DC, so you can keep it plugged in and the batteries will probably still be good if the power goes out.
I also have the Baofeng, and do use it as a portable weather radio sometimes(as well as other things as I have a ham license), but it doesn't do alerting and that's the main reason to have a weather radio IMHO.
I use this one for weather/emergency alerts. I've got a cheap am/fm/shortwave, and a Yaesu FT60R w/ a big ol whip antenna. I want a tecsun PL880 shortwave, but they're too expensive for something I'm probably never going to use.
The good radios will just be radios. No extra gimmicks like a crank or solar panel. The best of them will have something called SAME alerts. These allow you to filter alerts by severity and location.
While that radio says it has "automatic alerts" there are 2 different types of alerts. The "all hazard" alerts and the SAME alerts. It doesn't have SAME so it will only respond to hazard alerts and will go off any time there is a alert anywhere in the state.
