Foredom has definitely been the industry standard for a long time, it’s a good choice.
My former teacher does tool testing for a few companies and was given one of these, she said it’s great and has it permanently set up at her apprentice’s bench. She recommended it to me as I was looking to get my own flex shaft but foredom is expensive and I was looking for a good deal on a used one. Personally I can’t tell the difference during use. The pedal does look and feel cheap in your hand but it works great. It came with a lot of accessories that I wasn’t expecting and I think it’s unbeatable for the price. I don’t know if the long term quality compares to foredom yet but that might not matter for your needs.

It depends on what you are planning on doing with it. I just do some home project welding and I bought a Wen 7 Amp 4 1/2" angle grinder that was only about $30 when I got it. I also later bought a Black + Decker 6 Amp 4 1/2" angle grinder that is also about $30. I got 2 because it was faster for me to use one with a cut off wheel to cut a part, then weld it, then switch to the second one with a grinding wheel or flap disc to clean up the weld. So I am not using either one for long periods of time. And I have had both of them for a few years and they work great for me.
However if you want something with a longer duty cycle so you can cut a bunch of pieces or grind all the welds at once, then id go with a higher end tool.
A larger wheel size is good if you need to cut bigger items, or just do a lot of cuts, but it also makes cleaning up welds more difficult, especially if they are in a corner. So I like the 4 1/2" size that is more manageable.
I did also just get a 20v battery powered Bauer brushless angle grinder a few weeks ago, but so far I have only used it for cutting and shaping some aluminum 3/16" sheets. But it did cut those like butter.
Normally I'd recommend getting a decent angle grinder, but if it's only 5 pavers, go cheap. If you have a Harbor Freight near you that's a great choice. Otherwise Amazon has a B&D for $30.

I'm guessing you have hundreds of these points to blunt in one way or another so you want something fast.
The way I would do it, and also probably the cheapest nice looking way to do it for someone who doesn't own a welder or Ox/Actyl Torch and wants to finish it in one afternoon, is a 4.5" angle grinder using a Course Grit Flap Disk. With very little practice you can round those off in a matter of seconds. The grinder I linked is a very high quality, but very affordable grinder. Everything required (less paint) would be under $100.
If I wanted them flush with the top rail, (the safest fix) I would get a good heavy set of bolt cutters to chop them off, and then use the grinder to grind them flush, and then paint with Flat Black Rustolium.
If you don’t use it you should just grab a cheap corded one. Bosch or metabo can be had for <$50 on sale. I just got another one on Amazon not too long ago actually. $35. Keep your eyes peeled. Slickdeals website allows you to set alerts too.

... I think I'm already pretty aggressive putting probably too much force on it when I'm grinding and I get impatient. (This is not when I crack things... it's always when using grozer pliers to get off some excess glass). I do a combination of pushing forward and left to right, mostly just trying to figure out what's faster. Maybe I just need a new bit? But I've barely used the bit as it is... How often do you need to replace them?

To be honest I made mine out of an old sewing machine pedal.
The Dremel I have isn't variable speed but there is a rheostat in the pedal which gives me the control. It will blow the motor on my Dremel eventually but by then I'll have gotten my monies worth and I'll pick up something like this

Here is the one I have. The only reason I bought a new one is because on my last one (which was over 30 years old), the screw on the bit stripped and I couldn't get it off to replace it. I figured it had provided enough service to warrant being replaced, but otherwise it was fine. I think it was a Wizard brand.
