He had it on the "low" setting specifically to make the video last longer. I have the same Dremel and I use it to cut my dog's nails. Right is low, left is high.

I bought this $16 dremel on amazon, then used blue painters tape to mask off the line I wanted to cut (took me a few tries to get the angle right). I cut the plastic with a cutoff wheel, sanded it with the sanding wheel, then finished it up by hand with some fine grit sandpaper.
Aaah gotcha, I see that now. Yeah that is kind of strange that they're all off like that.
As far as the Dremel goes, it's a great tool to have as it can do so many different things. Here is a Wen brand rotary tool that's very similar to Dremel for only $20 on Amazon. If it's something you're not going to use constantly, there's no point in spending the $100+ on Dremel when this will work. As Adam Savage said, buy the cheapest version of the tool you need. If you use it enough to break it, then buy the good one.

Nice work dude. Maybe you have a Dremel already and just didn’t feel like using it, but if not this Wen kit is awesome, especially for $20. I have some really nice Dremel gear but these days I just grab the Wen for small jobs like trimming a mouse shell. It cuts through plastic like butter.
I use old / cheap hacksaw blade (they are .022" high carbon steel). Trace profile on to the blank and grind it to shape. After few tries and I got good at it. I grind away most of material on bench grinder and use this tool (link below) for final touch on the profile. All materials and tools are pretty cheap. It allows me to experiment with different pick profiles when other ppl recommended it. Blades $5 for 50 pieces from Harborfreight.

100%, cheapie but goodie. The WEN rotary tool w/ extension. Then, get a huge kit of accessories to go with it. Have had mine for years and dollar for dollar I’m very impressed.
On Amazon the Wen 2305 and up have pretty good reviews. Same with the Black And Decker one you suggested.

It's annoying they're not easily swapped on this, but for a cheap stand I get it.
Just as a side note, the Dremel 7700 is $30 on Amazon right now if you're in the market or would rather go that route.
We use the cordless 7700 Dremel that was recommended by our breeder. Here is a video of us dremeling our corgi's nails. I cannot recommend it enough!

If this is just a learning process for OP, nothing wrong with that. But if he actually needs a good tool, spend the $20.
I compromised and got the cheap version.
I rarely use the tool so I figured it wasn't worth going big. I say I rarely use it, but when I do use it it's the perfect tool for the job. Same philosophy with my oscillating tool, I just got the Harbor Freight one and it works fine. Again, I rarely use it, but it saved my ass more than a few times.
You won't regret it. My Dremel is the most useful tool I own after my cordless drill. I don't use the Dremel that often but when I need it for something it's invaluable.
I highly recommend getting one of the corded models that comes with a case. Something like this...

Great budget option, mine’s outlasted my dremel. they also have one with a flex shaft for $22. not sure if your flex shaft will fit it (?)
I just recently got this WEN rotary tool kit, and Iove it. I'm new to wood carving too, and this is really helping me produce better projects. I can go between the tool amd the knifes and make the cuts and shapes that I want. A total game changer for me, and at around $20, you do get a big bang for your buck, for sure.

The discs used for cutting don't seem like much, and I had one or two of them break while cutting (they give you a bunch), but they do the job and it only took me a couple minutes per stick base. Just make sure you do it outside or somewhere you don't mind bits of plastic flying around. I'd also recommend eye protection for the same reason, since you're gonna to be looking closely at the base to ensure you don't cut away too much of it.
